The Office of Personnel Management has informed the Postal Service that it may offer voluntary early retirement to members of the city letter carrier craft. NALC President William H. Young said details of an early retirement agreement are being worked out and will be released once finalized.

I am 56 with 24 years in hell, I shoul not say that 4 years of hell, I will advise my coworkers if you did qualified for the early retirement and did not take it you need a brain transplant,you are getting abuse, treated like a robot, you are getting $1000 plus $700 if you are 56 without anyone abusing you, you had the oportunity to invest your money for 24 years, no excuse to have debs or mortages, This offer is great no penaltys, retirement when you are 56 is a dream,you still have years to enjoy life instead of asking at work how high you wnt me to jump,This was like been married with an abuser husband, if you stay at your choise you deserve to keep been abuse, I will have a great life and ,they can scan where the sun doesnt shine hahaha

    I am now comfortably waiting for my retirement comming in 3 weeks.I just want you all to know that I will be returning here regularly to check up on future developments as they concern all who made the dare I say stubborn and ill-advised decision to remain with the USPS after they had the chance to ESCAPE the hellish NIGHTMARE that is about to befall you. To all of you who INSISTED that you would not leave without the “incentive” I invite you unfortunate dolts to visit the following website called “letter carrier connection.com” There you will find concise and informative information concerning FSS flats. You will find out how you will handle them. You will find what they will look like as brought to your office from the FSS plants. You will read the horror stories from carriers that were detailed to the official tests and studies. You will see that you may be expected to handle on some days up to FIVE different bundles of mail AT THE SAME TIME. You will see the areas and districts along with the implementation dates for the “Phase #1” introduction, starting in 2009-2010. That is only the start. There is a Phase #2 comming to cover the rest of the country later. I think I would be safe to say that after you get a load of that, you will wish to turn back time to October and latch on to that VERA that you threw away.

    Glad to hear that you finally were able to get the information that I posted. I never heard anything about the 12-31-08 date so thats even better. Congratulations! As of today I only have 33 work days to go until 1-31-09. Of course if we have any significant snowfall before then I will have to resort to my after Christmas sick leave clearance fire sale.   5. Update to above story dated 12/10;

    With the info out of the bag and his back up against the wall,the postmaster described above was forced to fess up and release the retirement accelleration documents. This morning, I was called to the front office of my fetid rotting office. There I signed the offer letter to speed up my retirement to 12/31/08. This will presumably be sent via fax to HRSSC, (or whatever they call it),for adjudication. I now close out my 33 year career effective TODAY. (two weeks sick leave, one week annual) See ya, God bless and good bye.

    What you posted about an offer letter is absolutly true. As of this date, 12/10, I did not recieve in the mail, said offer sheet. WHY ?
    Because in my district, the local postmaster,(who I wish I could name but can’t for my own security) IS SITTING ON THE INFORMATION AND KEEPING IT A SECRET. I have in my possession,a confidential document sent to local management of a list of approved employees WHO WERE SUPPOSED TO BE CANVASSED BY MANAGEMENT AS TO THEIR CHOICE OF WHETHER TO KEEP 2/28/09 AS THEIR DEPARTURE DATE OR TO CHOOSE 12/31/08 OR 1/31/09. This Postmaster did not in fact ask his employees about anything. I am considering possible union action. I also feel that legal action is warranted as well. The deadline is 12/12/08 for an answer for HRSSC to act on the election to process the retirements. THIS IS A CONSPIRACY.

    Regarding you not having received that letter concerning the option to retire on 1-31-09. I work in Delaware and live in PA. Only one other person in my office accepted the 2-28-09 VERA and she also received the 1-31-09 option letter on Friday 12-5-09. If you haven`t received it by Monday 12-8-08 I would contact the Pittsburgh PA Distict because thats where the letter came from. Remember 12-15-08 is the deadline so it doesn`t give you much time.     Wonderfull,gloryous news.Now folks, the clerks get to gtf out on new years eve.We got our offer at pretty much the same time they did. I recently told my union steward in conversation that I could see NO REASON why we carriers should’nt have been able to get out of Dodge at the same time also. To wait until almost MARCH, is mindboggleing. I have’nt recieved that letter Gary told us about yet. Maybe it got sent to Guam in the DPS. (I haveing seen just the opposite in MY DPS a few years ago. I am hoping that I get it Monday.I will even sent the fugger Express Mail(c),if I haveta.

  9. For those of you who have accepted the 2-28-09 City Carrier VERA more good news. You now have the option to retire effective on 1-31-09. You should have received a letter on Friday 12-5-08 with the details. If you choose to accept, the letter must be signed and returned by 12-15-08. If you choose not to, no action is required and you will retire on 2-28-09. My opinion is the sooner the better. Bye.

  10. So, today’s standup was all about the plant in N. Carolina that supplied 10’s of millions of dollars in revenue to the PO. Supposedly, they have shut the doors, laid off 350 employees and this is the company that did mass mailings for Geico, Valupac, etc. It will be very curious indeed, to see what the mail volume is after Tuesday when the elections are over. But then, we are in the holiday season so it shouldn’t lighten up that much. Then, January rolls around and I know from memory that January brings more catalogues then November ever does.
    I’ve seen no mail volume drop on my route ever so is this all a ruse? Is there a website to track this so called drop in mail volume?
    I don’t know one single person that has accepted an early out so what’s next???

    First I hope Bernie wasn’t meaning that ALL the CSRS group are “losers”. We need a clarification on that one. You have to understand that the reason why some of the older people in this outfit aren’t gonna take the “early out” isnt so much because they are greedy for the lush wage that our outfit pays. NO. It is because for one reason or another, they cant AFFORD to leave. You can bet that they WISH they could, but they are stuck where they are for personal reasons. (sure, there are those that are workaholics/greedy)but far in between.
    As you can tell by my previous post above, I personally, am taking the retirement.(papers signed and sealed already).
    If you have done some calculating, the difference between a full no penalty anuity and one that has a penalty for 32 years, (my case, 6%) is only around 120 dollars. NOW, is $120 worth the pain and stress of staying there with DPS flats,letters, marraige mail,backhands,assnine managers,assnine work methods, and esp. 7 HOURS IN THE FIELD ARRIVING SOON? I dont think so. Sooner or later all of us are gonna have to make a decision when to go. I already did. If you stay, and survive, don’t think for a minute that you wont face possible RIF, layoffs and replacement(by TE), when you cant walk anymore. This outfit is in bad straights. that’s why they are offering this “early out” in the first place. Somebody at HQ got soft and decided to be a little mercyfull. I dont look a gift horse in the mouth.

  12. Isn’t is funny when you call upon your union branch when you’re being harassed, etc. by management, you are discouraged by them not to pursue your case. This only tells me that the union is in bed with these moroons. My experience with union reps.(letter carriers), is that they couldn’t hack doing their routes so they take a nice sedentary job making more money than the ones they’re supposed to represent. They are always cautious not to give up their routes for obvious reasons. Some even convince management to let them return to thier routes at holiday time. Hmmmm

  13. Today’s rumor here in Portland is they ( “they” being the gods of management) are going to start laying off mailhandlers at the plant downtown. Also, as previously stated by Eileen and myself, since no one is taking the early out, it’s just a matter of time before the infractions add up and we are shown the door and yes Bernie, the useless union won’t lift a finger to help but don’t get me started on that outfit!

  14. So how’s the people enrolled in the TSP gonna retire when their portfolio took a nice hit. Should take about 5 years to get that money back, unless invested in the G Fund. If your over 50 yrs. old you’re out of your mind sticking with the USPS as a letter carrier. Who do you think is going to hire you in your fifties. College kids can’t even find entry level jobs at $30,00.00 a year. For you CSRS diehards with over 30 yrs. service why not stay in until they find you lying on the ground behind your LLV. You’re all losers anyway, so why not go the distance and try and break a record. I’m sure you’ll get a nice story written about you in the Postal Record put out by a useless union.   15. 02/28/09 is the day.50yrs old+ 20yrs of service or 25yrs of service at any age,if you turn 50 at 02/28/09 with at least 20yrs of service, you are eligible on VER.FERS has no penalty plus eligible on supplemental around $700max.Check on the http://WWW.LITEBLUE.USPS.GOV then click MYLIFE then click the RETIREMENT and it will guide you to the FERS and CSRS retirement section.I am 50yrs old with 21yrs of service (FERS) and i am considering the early out.   16. according to all that is out there from the NALC site to the “Lite Blue” site the retirement date is Feb. 28 2009. There is more info that is out there posted even on the bulletin boards in the PO that say 2/28/09. So I would take that as factual instead of a rumor that you hear from somebody that most likley is trying to discourage somebody that wants to go from going because he/she is gonna be stuck in there instead of you.

  17. Hi all, I heard that the retirement date for the carriers is not Feb 28, 2009. One of my fellow carriers listened to a telecom about a week ago and came away with information that said Feb. 08 is not the correct date. It was said that the early out should not have been offered to us yet. I’ve got 24 1/2 years and will miss the 50 year old age limit by 25 days (that really sucks), if that is the correct date. Human resources told me I could not use 3 weeks vacation time to get me to the 50 year old mark. If they really want people to leave, and no one is taking the early out, cut me some slack. I would really like to leave, I think they are looking to fire people, miss a scan and get a letter of warning. How many warnings before they say, see ya later. Then you are gone with nothing. I’m under FERS, do they pay you for unused sick leave when you go? PLEASE, does anyone know the correct LAST DAY OF SERVICE? Thanks

  18. This is for FERS employees at or near your Minimum Retirement Age of between 55&57. My advice to you is if you can afford it then take it. With DPS flats just around the corner things are only going to get worse and the routes are going to get longer than they already are. Between you unreduced FERS pension and the FERS suppliment which you probably never heard of you will may out pretty well. I hear eligible people in my office all CSRS people no incentive, no go. Thats fine for them but FERS people between 55&57 have two incentives, no 5% per year reduction on your regular pension plus the FERS Suppliment. Don`t be a fool. If you can afford it the get out now.

  19. Having 30 yrs in Oct 2009, at age 58. Don’t see any down side to this VER. I don’t see next year adding much in the way of my high 3. We are not getting any overtime and management is cutting back our routes, so I am ready to do it. We will get our COLA’s in retirement too. Let’s get out of here and let the FERS guys do all the suffering.

  20. I was going to leave in September of 2009 at my minimum retirement age of 56 with almost 23 years in just to get out. I would have been subject to a 30% reduction on my FERS annuity because I would be leaving 6 years before I am 62. The penalty is 5% per year. Also I would not be eligible for the FERS suppliment. Now taking this Voluntary Early Retirement on 2-28-09 I will not be subject to a FERS annuity penalty of 30% plus I will be eligble for the FERS suppliment when I reach my Minimum Retirement Age of 56 on 09-09-09. The FERS Suppliment will be approximately another $740 per month. So when you add up all the math I be receiving approximately an additional $1000 per month by taking this Early Out as opposed to leaving when I had originally planned 6 months latter. Sounds like a pretty good deal to me. I cannot wait for 2-28-09 to get here. So long Marraige Mail, so long pizzas, so long winter, I am outta here.

    52 years old. 32 years service time. I’m GONE if I see I can survive on what I read in my estimation. Been thru it all with this place, had it with this place,never want to see this place again, even when I pass it on the street when driving by. Since I am an “old bird” here, I will tell all the workaholics who posted in this place and others that won’t go “without the money”, consider this.Ready? Here goes. You will NOT see any money. “Their” attititude is–either take the chance to save your A$$ now, by retiring when you got the chance, or, work your A$$ off when DPS flats come in either 2009 or 2010. DPS letters have been a disaster. DPS flats will be sheer hell. Also, keep sucking in all that OT. Sure,you will make some money for a while to pump up your High 3. BUT you will be too broken down to enjoy it and WILL be turning a good chunk of the money to your local “Health care provider”. A supervisor was making a comment to a TE that just hired in last month. He told her, “don’t worry,your time is comming soon”. She went “yippie”. I thought sure honey,you think yippie now, BUT in 10 years, if you survive all the crap,you will be as broken down as me with 32 years. I say take the VERA and run if you can.

    The USPS has been such a suppressor of spirit, I don’t recommend it to anybody. If you can transfer into a Collections unit, do it! You will find kindred spirits there, trust me!

  24. if i could buy 2 years so i would have 25 years of service ,i would take it and enjoy retirement at 45 years old. i only have 23 years , my husband could have retired over a year ago from his job, but he was kinda hoping they would wait till august of 2010 to offer it.

  25. The Postal Service is in serious financial trouble. Most of the trouble is due to poor management and failure to respond to a changing world. Take the early out if you can. It is only going to get worse!!!!!

  26. Take the VER (FERS) If you contribute to your TSP for at least 20yrs. at 10% investing in S and I fund your money should be at least $200,000+ and if the PO offer a $10,000 plus they will cash out your unused sick leave plus no penalty, I am GONE!

And note, I won’t have to get another job after, unless I’m bored at home living the easy life. What happened to all of you that have put in 28 or 30 years and aren’t already retired. Yeah management sucks, ummmm, so does the union, but if you were smart with your money, you should be ready to leave NOW whether they offer anything, or not.

  32. hey bayridge, the way I see it I get my pension 5 years early, I am 50 with a little under 32 (including military) my math has me collecting $135,000.00 early. Including the penalty 2800.00 i would have to live to be 90 (40 more years)to catch up with what I will be receiving by staying home enjoying life while I am young and still can!!! Good luck to everyone those of us leaving and laughing all the way to the bank and those who choose to stay and get discipline, disappointment and disrespect not to mention the give backs in the next contract. So get real unless you love this job. I like my route but I’ve had enough already. From my tone you wouldn’t know it but I’m the happiest guy in the world right now.

For CSRS if you wait 3 years you will probabaly have an additinal $50 a month just for COLA rollins and not including wage increase on top of that…if you are 50 the penalty maynot be worth it…especailly if you have debts such as college morgage or medical. The bean counters are at a loss but there are few oppportunities oout there, Think carefully. I just found out that prior federal casual service is counted for years of service BUT I will have to make a contributions to CSRS with interest for work I did in the 70’s and 80s! I want to go asap but I wont make a hasty decision just because they open the door a little earlier.

  36. Is there any chance of 3 letters of warning and then a termination? Sure, there’d be a class action suit (that would sit in the courts for years), but is this a possibility? I’m 56 with 20 and I would go yesterday with 25K.

  37. I am 56 with 27 yrs, have had skin cancer, am really so confused on the right direction. I agree, I am ready to go, but I don’t want to pass up an opportunity for a buy-out. All comments are really helpful, now we just have to
    wait and see what their proposal is? Will our union help us at all in the decision making procedure? What’s your thoughts? It sure has been along time since the last buy-out and remember, the letter carrier is the last to be
    offered anything. They don’t want to loose carriers, no one wants to put up with what we have to.

  41. You guys are confusing EARLY OUTS with BUY OUTS!

    Early outs DO NOT include cash buy outs. They just give you ADDITONAL CREDIT for service time.

    If you have 26 years in, they will credit you with 30 years of service if you take the Early Out. Same if you have 22 years, they’ll bump you up to 25 years. That is the way it works.

    Just extra service time credit. NO MONEY!

  44. All I am saying is the Post Office is wanting to shrink the payroll. All us old guys under CSRS are
    costing them way too much money. Now in wages and
    later in retirement benefits. They want us gone. But they can’t force us out. Hell you could work
    until you’re 89 if you can still move. They want to cut 60000 employees,(I have also heard 130000) so short of an electric cattle prod how are they
    going to hit their number? Buyout. It’s the only
    way. Expect $25000 because that’s the most by law they can give. But they will not offer anything in
    the first offer. See how many apples they can shake out for free. But if we don’t go, an incentive might get the fence sitters to jump. Look they will save money by getting us out the door. But you will take a hit (1/6 of 1% for each month you are under 55 years of age) by going early. Money would cushion the blow. The Upper
    Management could justify it by replacing us with TE making about $8 an hour less. Thats where my math comes in. But they will wait to see if anyone leaves in the first wave. I don’t think they are all of a sudden going to start MAKING money. They will keep losing money. And the quickest way too stop a sinking boat is to stuff the leak with something. In this case, $25000. It will right wage problem. For far to long they wouldn’t hire anyone and now they are paying for it with an older higher paid work force. Get ready its coming, but don’t bolt until you see the whites of their eyes. And the $25000!! Yahoo..

  47. I’m so happy, this is a blessing, I’m 50 30yrs. I figure the penalty {which will be 10% of the hi 3} is approx.$2800. If you can swing it do it. The job is gonna get more physical the summers hotter the pay raises an insult. Can always get a job to augment your income. I’m gonna take my 2000 a mo for the next 40 yrs. Do the math .   49. By law you can only be awarded $25,000.00 as a buyout. Anything else would have to be approved by congress. There will be no buyout.

  50. I can leave now (55 yrs old, 35+ yrs service) but I am not planning on doing so anytime soon…unless USPS offers an incentive to do so.

  51. So what’s the percentage of city carriers that will take the early out? 10-20% maybe? That opens up a lot of routes. I’ve been in 5 years and am a T-6 so I wonder how long it’ll be until we go to 5 day delivery. Shrink the workforce with early outs, keep hiring TE’s (read temp help), and lengthen routes when flat sorting comes around, gonna be lots of OT comin down the road, and sore muscles from 7-8 hour routes in the street.

Hey,my Brother and sister.I’ve been out for five year,32 years with the USPS and 4 years with the military a total of 36 years.No mortage or vehicle payment,i’m living the life and doing everthing i want to do.Don’t let the USPS incentive keep you around.Because,you’ll be waiting around for nothing.If you have the years in (30) and the age (55) years old get out. But if you have any debt,thats a total difference story.I know all about upper management.I once was a shop stewart.It can be hell,but don’t take it home with you. GOOD LUCK

  54. And what about this ? When you check the fine print from OPM, they mention a 1/6 of one percent REDUCTION for each MONTH less than age 55 for ALL employees that retiring UNDER age 55 regardless of this type of situation ? Guys, this is a penalty !! Comments ?

  57. I think its shameful that the USPS higher-ups
    in Washington, D.C. recently gave themselves
    a 39% salary increase, pretty soon after the
    NALC got their contract for the Letter Carriers for 2006-2011. Now, they offer VER early outs to clerk and Mail Handlers without offering a single dollar on the table. Do you think the
    carriers will get any loose change. If they
    offer any dough at all I’ll be getting shock
    treatment at the ER.

  58. I am considering the latest “Early Out Offer” by the USPS. If the offer were to contain an lump sum incentive equal to one year annual income, I would take the offer without hesitation.

    Please make every effort to alert the brothers and sisters and the USPS, that if the offer were better we would have more time to establish ourselves and find another occupation.

    The USPS would benefit with fresh start heading into the future.

  60. OPM is not authorizing anyone to recieve a $100,000! The maximum they can give to anyone offered early out within any Goverment agency is $25,000. You people who are going to hold out for more are dreaming! The Postal Service is not going to offer any amount any way! Get Real!

    math. Replace me with someone making 8 bucks an hour less than me and they have their money back in 3 years (3 x 2080 x 8.00 = $49920.) After that its all gravy in the bank for the Postal Higher Ups. When that Hurricane churning in the Gulf tears up the oil rigs and we get $5 a gallon gas and I can put $70 in my LLV (yes I have a 14 gallon tank) when $20 used to cover it, maybe just maybe these Harvard educated managers will see the light. You CAN buy us out and make money in the end. But until you put money on the table no one is going anywhere but to punch in for another tour of duty at COLA inflated wages. $38 an hour for overtime tomorrow.     No 5% penalty for years under 62, and a Special Supplement after MRA until age 62.

    These two factors alone can add up to a large difference in annuity versus an optional Minumum Retirement age retirement annuity.

  68. I’m easy, $55,000.00 & no penalty for age. CSRS with 28 years but only 50 years old. I’m more than ready to sever my association with the PO, the most poorly ran unorganized organization I have every seen. Too many stupid people make too many stupid decisions from the top that have no purpose but to enhance their PFP.   69. I agree, $l00,000 is the acceptable minimum. Any less and its not even a remote possibility for me. $l00,000 would cusion the shock of a drastic reduction in income and add to our meager retirement benefits under FERS.
