Statement From the U.S. Postal Service Board of Governors
“The Board of Governors of the United States Postal Service met April 9th and discussed the Continuing Resolution recently passed by Congress to fund government operations. By including restrictive language in the Continuing Resolution, Congress has prohibited implementation of a new national delivery schedule for mail and packages, which would consist of package delivery Monday through Saturday and mail delivery Monday through Friday, and which would have taken effect the week of August 5, 2013.
“Although disappointed with this Congressional action, the Board will follow the law and has directed the Postal Service to delay implementation of its new delivery schedule until legislation is passed that provides the Postal Service with the authority to implement a financially appropriate and responsible delivery schedule. The Board believes that Congress has left it with no choice but to delay this implementation at this time. The Board also wants to ensure that customers of the Postal Service are not unduly burdened by ongoing uncertainties and are able to adjust their business plans accordingly.
“The Board continues to support the transition to a new national delivery schedule. Such a transition will generate approximately $2 billion in annual cost savings and is a necessary part of a larger five-year business plan to restore the Postal Service to long-term financial stability. According to numerous polls, this new delivery schedule is widely supported by the American public. Our new delivery schedule is also supported by the Administration and some members of Congress.
“To restore the Postal Service to long-term financial stability, the Postal Service requires the flexibility to reduce costs and generate new revenues to close an ever widening budgetary gap. It is not possible for the Postal Service to meet significant cost reduction goals without changing its delivery schedule – any rational analysis of our current financial condition and business options leads to this conclusion. Delaying responsible changes to the Postal Service business model only increases the potential that the Postal Service may become a burden to the American taxpayer, which is avoidable.
“Given these extreme circumstances and the worsening financial condition of the Postal Service, the Board has directed management to seek a reopening of negotiations with the postal unions and consultations with management associations to lower total workforce costs, and to take administrative actions necessary to reduce costs. The Board has also asked management to evaluate further options to increase revenue, including an exigent rate increase to raise revenues across current Postal Service product categories and products not currently covering their costs.
“The Board continues to support the Postal Service’s five-year business plan and the legislative goals identified in that plan which will return the Postal Service to financial solvency. The Board additionally urges Congress to quickly pass comprehensive postal legislation, including provisions that would affirmatively provide the Postal Service with the ability to establish an appropriate national delivery schedule.”
It’s already a done deal . 2015-pay cuts, 2016-more privatization, 2017-new death cry will be social media and smart phones took away 40%of business, 2018-mail volume will have dropped another 30-40%, 2019-50 billion in debt, 2020-POST OFFICE CLOSES
Ax have 90% of these uppper Management fools, Ax 80% of the Pm’s, get rid of the TE’s CCA’s whatever the hell you want to call them… Give the job back to the people who do it right.. Your Carrier, WE do the job, WE solve the problems….

This 6 day work week is temporary , they will go another year and it will be final . This is a shame , we will all be affected from head honchos to the bottom of the toaden pole, change SUCKS…
The board of governors lack knowledge in making decisions that relate to cost effective operations. 6 day street delivery is a sham. Board of governors are not capable of making any decisions relating to postal operations as they are ignorant of postal finances. The only use this group has is they will follow the law. Revenues will continue to decrease: this group will have to depend on taxpayers to foot the bill unless drastic cost reductions are implemented. This group would not understand any analysis resulting from due diligence in examining all facets that affect cost reductions or means to create new revenue as it maybe against traditions of the antiquated past when the USPS was the communicator for individuals and businesses. Wake up board of governors this is the 21st century the age of electronic instant communication.Stamp sale will decrease, first class mail will continue to decline decreasing revenue. A means of pay for services rendered must be determined. 6 day street delivery is a wasted cost. Board of governors evidently cannot comprehend or maybe they believe in the tooth fairy.
Has anyone noticed what Obama included in his budget proposal? 5 day delivery! He’s been saying it for years. Union doesn’t wanna hear that.
congress needs to look into the inner dealings of the po. like how the craft has been cut since 1997 by almost 50% but management has increased by 30%. instead of 1 chief for every 20 indians they now have 1 chief for every 10. and how management just bullies the craft and constsntly breaks the contract. then they pay out thousands in grievence money. privatetizing wouldnt help. that would hurt the customer. just better management. management that is more realistic rather than looking at a computer screen. i am a carrier and let me tell u, this job is hard. guys on the job for 30yrs say they work harder now then 30 yrs ago. too much pressure on everyone. from postmasters down.
With arbitrator’s help, rural carriers have already taken
significant pay cuts (20% for me) while city carriers suffer
thru larger routes and forced OT.

They pay postmasters to leave then promptly fill
replace them. Now they say they are short 412
supervisors. This place is crazy!!

What A crock. Want lower paid employees? Offer the letter carriers a decent VERA and hire your cheap replacements and be done with it already!
To some this is good news, to others it’s not, just depends what side of the fence you sit….personally I would love to have the weekends to spend with my family, professionally I would hate for us to lose so many jobs….but I agree something has to be done to make our service survive in the future, so I am open to reasonable pay cuts, staffing reductions, and postal rate increases…but you can’t have it all your way….so no RIFs, increased employee contributions to medical or retirement….balanced sacrifices I can live with, but not all on the backs of the workers.
LOL…… six days mail delivery… lost more money, I will invest my savings to buy the PRIVATED SECTOR POSTAL SERVICE share stocks, like what I bought the UPS share stocks, I earn money, dude…
@postal1…not sure what you mean. as far as i read, donahoe will still go ahead with his misguided attempt to delay the delivery of first-class mail by at least one day. this decision strictly addressed going to five day letter delivery vs six day letter delivery. i was a bit surprised at the attention the 5-day delivery change received. while it is important, i think donahoe’s plan to kill overnight delivery of first-class mail is a much bigger issue and if enacted, will drive loyal postal business away in droves. unfortunately, no one in congress seems to be addressing donahoe’s killing of overnight letter delivery.
If u are a craft worker and u want five day delivery implemented then u might as well become a puppet supervisor!

Wow! This is news. I’m wondering how its going to affect postal P&DC consolidations across the country? We still have our service standards and now some consolidations wont work!!
Last week they reported that 9 classes of mail do not charge enough postage to cover costs. We already have the lowest rates in the world. Make mailers pay more–they already get a deal. Productivity has been rising, too. Enough of taking it out on workers. REOPEN THE RATE STRUCTURE. We also subsidize the profits of FedEx ground and UPS through “last mile” agreements. About a month ago another report indicated USPS delivered 20% of FedEx ground packages last year. This results in bullying of letter carriers. Managers do not count parcels in daily carrier workload assessment: therefore, when a supervisor/manager wants to make their data look better to their superiors, they harass carriers. Total BS!!

And anyone who is excited a out Keepiing 6 day delivery, with a 5 day rotation due to no replacements on float tours…… Line up for your 1 1/2 hr undertime pivots…. Dummy’s!!!! Until there is restructure…. There will always be more to do but less to do it with!!!
To keep the USPS from falling into more debt, temporary wage cuts for all until revenues rise to meet expenses……..4% cut for hourly employees, 12% cut for supervisory and mid-level postmaster positions, and 18% cuts for all EAS positions above mid-level postmaster positions………sounds reasonable to me……those doing the actual work sacrifice the least……those harassing the workers and those making the “big management decisions” have to sacrifice more…….maybe then the managers and executives will understand we are all in this as a group…..
Looks as if they wanna cut workers pay. I think they need to start with the mamagement positions to reduce costs.there is more management positions than ever before with lots less people actually handing & delivering the mail. So why do the need more higher up positions that never handle the mail? To many chiefs & not enough Indians!!
