USPS: Voice Of The Employee survey moves online for non-bargaining employees

Starting this quarter, non-bargaining employees selected to participate in the Voice of the Employee (VOE) survey will be completing it online.

Non-bargaining employees chosen for the quarter 3 survey are receiving an invitation by email this week from “USPS Voice of the Employee” with a link to the online survey. Like its paper counterpart, the online VOE is managed by a third-party vendor.

Information Technology and Human Resources Employee Resource Management together created a secure, confidential environment to make it easier for employees to provide feedback. In a pilot test, 75 percent of participating employees indicated they preferred the online survey to the paper version. Many reported it was a quick, simple and convenient way to participate in VOE.

“Online administration of the survey is an efficient and secure way for employees to respond to the survey — and it’s in line with industry best practices in survey administration,” said Employee Resource Management VP Deborah Giannoni-Jackson. “It reduces the need for manual processes related to printing, distributing and scanning paper surveys. It’s also consistent with the Postal Service’s commitment to sustainable business practices.”

The online survey email from “USPS Voice of the Employee” will contain a link to the survey, managed by Ipsos Research for confidential independent administration of the process.

Employees responding to the survey online can skip any question or go back to change an answer. They also can exit the survey before finishing and use the same link to return to where they left off. Once employees submit their responses, the link is closed.

As with its paper counterpart, results of the online survey are confidential. Only Ipsos Research will have access to individual responses

  1. File a grievance, then call your area labor relations specialist. They are management all the way, but once they are aware of a problem it is their responsibility to address it. With knowledge comes responsibility.

The employee meetings that generate feedback and recommendations in my office consist of the postmaster, a supervisor, a 204b, a lackey, and another person, which by gauging the other members, is probably of the same mindset.

  2. We haven’t had any VOE for several years, here in Seattle. We get the cards that encourage us to participate, but the surveys never show up. Story I’ve heard is that the managers and supervisors here have decided, en masse, to not distribute them. We (the carriers) have no voice. Is this showing appreciation for our efforts?

  3. My supervisors “sat” on my VOE until the last minute and I could not stay late to fill it out so I was told they returned it and marked it “refused to take” which couldn’t be farther from the truth. As a USPS career veteran of 25yrs, I have experience and an opinion !!! How should this be addressed with supervision ?
