USPS Letter Canceling The Outsourcing Of Motor Vehicle Services in California

On March 4, 2013, arbitrator Stephen B. Goldberg ruled that the USPS decision to subcontract Postal Vehicle Service work throughout California violated the contract.

The following is a text of the letter  from USPS sent to Omar Gonzalez, APWU Western Regional Coordinator canceling the  ‘outsourcing’ of  Motor Vehicle Services in California. Thanks to APWU Oakland (CA) President Fred Jacobs.

This is to advise you that the Pacific Area will be cancelling the events listed below relative to the contracting of PVS operations. The impacted employees will be advised by separate letter that they are no longer impacted at this time.

If at a later date, a decision is made to contract vehicle operations we enter new events and will issue new impact statements. Please note not included in the list above is Event 43244 which is tied to the Long Beach AMP.

  1. And by the way Mikey everyone cannot drive an eighteen wheel vehicle.We are professionaly trained to handle this type of vehicle in some of the most congested metro areas in the U.S. Makes me wonder if You ever drove a commercial big rig dude!

  2. Mikey Murray it is obvious you don’t under stand HCR contracts.Postal MVS Drivers work 8 to 10 hours a day covering 4 to 6 scheduled runs daily in Metro areas. HCR Drivers are paid by each trip. Do the math Mikey.MVS Drivers do a more efficent job dispatching mail and equipment to PO facilities and PO customer.In 1992 during the Los Angeles riots HCR drivers refused to deliver in the L.A. area for days.MVS drivers took over and delivered mail and equipment.MVS driver also took over when UPS went on strike in the 1990’s.As a MVS Driver for the 22yrs I have watched and work with some of the most dedicated and professional drivers in service today.Doing the job cheaply is not always the answer Mikey!

  3. Postal Service management always violate postal contracts.Well,This time again,they
    got told by an arbitrator to correct a wrong
    action.MVS postal drivers are better drivers
    than contract drivers,who often are abused and
    underpaid by larcenous postal highway contractors.While,the Postal Service keeps
    reducing postal highway contracts.It is a
    really postal scandal.

  4. Is it a sad day when the Postal Service is required to abide by a contract it signed with the APWU? I don’t think it requires much education to understand that if you sign a contract you should honor it.

  5. Sad day! Contract drivers are much less expensive. Not like driving a truck is a difficult job that requires any education.

  6. I work on the dock and I love working with MVS. In my previous facility, it was ALL contract drivers and I am sick to death of arguing with them and teaching them how to do their job. MVS drivers know exactly what to do and they are friendly and courteous too!

  7. Don’t jump and celebrate just yet lemmings. All this means is that the PO will re-group, look at what went wrong and will do it right the next time! What do you all think arbitration wins by the union are? They’re only roadmaps to doing it right the next time, after all…the PO does have the right to subcontract and eliminate where necessary cause they run the business. Only roadblock is that they do it in accordance with the contract. So…the union didn’t tell you that? They told you they can stop the PO from doing this and doing that? Fools!
