House Subcommittee to PRC: USPS forced to deliver international packages below cost

oversightOn June 16,2015, the Subcommittee on Government Operations held a hearing entitled: “Fair Competition in International Shipping.'” During the course of this hearing, several Members and witnesses expressed concerns about the growing inequities of the current terminal dues system that governs the international exchange of letters and small packages that can unfairly disadvantage American firms and force the Postal Service to deliver millions of international packages at well below cost. As many witnesses noted during the hearing, the market distortions created by the current terminal dues system are only growing as the volume of mail covered by the terminal dues system is rapidly increasing.
