Postmaster General Warns Oversight Committee on devastating impact of Coronavirus Without Congressional Action

Provides New Financial Projections and Seeks Emergency Funding

April 9, 2020 Today, Postmaster General Megan J. Brennan provided a video briefing to Members of the Committee on Oversight and Reform and Reform on the devastating impact the coronavirus crisis has had on the finances of the Postal Service and the steps Congress and the President must take to ensure continued delivery of essential information, packages, and services.

“The Postal Service is fighting for its survival, putting in jeopardy the careers and paychecks of its 650,000 employees—as well as the more than $1.7 trillion mailing industry that employs more than 7.5 million people,” Government Operations Subcommittee Chairman Gerald E. Connolly said. “We cannot allow the Postal Service to collapse. To do so would deepen our nation’s economic crisis and eliminate an important lifeline for individuals who rely on the Postal Service’s 1 billion deliveries of lifesaving prescription deliveries and eviscerate the very infrastructure we need to administer the upcoming elections.”

“I want to commend the brave men and women of the Postal Service for all they are doing in the midst of this pandemic,” Chairwoman Carolyn B. Maloney said. “The Postal Service is holding on for dear life, and unless Congress and the White House provide meaningful relief in the next stimulus bill, the Postal Service could cease to exist.”

“Reminiscent of their courageous service in response to 2001 anthrax attacks, the dedicated employees of the U.S. Postal Service are serving a critical role in our nationwide pandemic relief efforts—from delivering essential medical supplies and protective equipment to facilitating voting by mail in preparation for the 2020 election,” National Security Subcommittee Chairman Stephen F. Lynch said. “As we develop additional stimulus legislation, it is imperative that we include robust funding for the Postal Service, our most trusted government institution, to ensure the continuation of vital services for the American people and protect the right of every citizen to vote in 2020.”

“Every day, the dedicated employees of the Postal Service are on the front lines of the COVID-19 pandemic to ensure all Americans receive their mail and packages, as well as critical medical supplies that are being shipped across the country,” Committee Member Brenda L. Lawrence said. “During a Census and election year, it is imperative that we have a fully functional Postal Service to ensure Americans across the country can participate in our democracy.”

Postmaster General Brennan provided the following information during the briefing:

The Postal Service will “run out of cash this fiscal year” without help from Congress and the Administration.

The Postal Service anticipates “a $13 billion revenue loss directly to COVID-19 this fiscal year and a $54.3 billion additional losses over ten years.”

The bipartisan Postal Service Board of Governors—appointed by President Trump—asked Congress to provide the Postal Service with:

  • a $25 billion emergency appropriations to offset coronavirus-related losses;
  • a $25 billion grant to fund “shovel-ready” projects to modernize the Postal Service;
  • access to $25 billion in unrestricted borrowing authority from Treasury.

The Postal Service comprises more than 31,600 retail locations and directly employs more than 650,000 people.  The Postal Service undergirds a more than $1.7 trillion mailing industry that employs more than 7.5 million people.

During the meeting, Members pressed for the Board of Governors’ requests for assistance to be included in the next coronavirus legislation.

The main reason the postal service won’t see a dime of the proposed 75 billion, is that it doesn’t produce anything…. it’s a crappy investment, for it won’t turn a profit or produce stock options….. it’s like pouring money down a black hole….so let Adam Smith’s invisible hand take over and shake out all the waste and let the private sector run it….for this quasi-government entity experiment has gone horribly wrong.

  2. Say what you want but USPS doesn’t need to be bailed out using the Coronavirus stimulus. I’ve been with the postal service for 21 years and during this time I have seen so much waste it’s ridiculous. Now they have this RPG program for automation and the only thing it does is create unneeded overtime. You have to stop your machine and not run any mail for up to an hour at times just to be in compliance with the RPG. That pushes automation behind which leads to overtime. The major problem I see is this get promoted and take your buddy with you. Total unqualified people are being put in major decision positions. That’s the ruination of USPS!!!

  4. It’s going to be harder to find a decent PMG, after this disaster…. sounds like Trump wants to let the Treasury Department take over management duties after the massive taxpayer bailout that’s imminent…. that would not bode well for us.

  5. Eliminate all the Level 18’s in the field and make them all level 6 ‘s to work the small window offices, this was suppose to be done 5 years ago doing it now will save the Postal Service more than a billion dollars in 1 year. Do what you did to the level 17 General Supervisor in the 90’s.

  6. Who will go first? The EAS do nothings, that’s who. We have too many people that don’t touch or facilitate moving the mail. Most of them are at home sitting on their asses when they could help at their local PO. The unions are partly to blame by turning a blind eye to this waste every contract in exchange for a 2 and 1/2 % raise and colas over four years, They should have insisted on management cuts YEARS ago. Somebody ask Fred Rolando how the progress on work floor issues is going; they are treating us better for sure. Not a dime.

  7. There’s going to be a lot of strings attached if Megan secures this money…one of the strings already floated is for the Treasury Department to take over managing the postal service…. that would be veery interesting!!!

    Why is nothing changing.
    Change delivery points. Make Rural Carriers get paid by the hour.
    Inspect Rural Routes.
    Make Post Masters work, cover more then one office.
    Do something.

  9. I notice that Our “great ” leader told congress that the Postal Service should go under, and the Postal Service keeps losing money. Why does he keep ignoring the cost of the health care pre funding? He knows all about losing money. He should brag about filing for bankruptcy six times! Not many brilliant businessmen have puled that off! I read in the New York Times that his Temporary Navy Secretary traveled to Guam and back to the rat trap at a cost of $243,000. He brags about bribing farmers with their farm price subsidizes to entice them to love him. One farmer from Bay Co. Mi. was so excited about receiving $ 80,000 in subsidizes from the tax payer. So go ahead you Postal employees that voted for the it. For your vote you will receive a shiv in your back. And you can make a living selling MAGA made in China hats.

    running the PO will do with it. They have wasted billions upon
    billions over the past years so what will stop them if they get a hold
    of billions more when all they know is waste, fraud, lying, cheating,
    self gratification, nepotism, and stupidity. These frauds are the reason
    the PO is where it is. Give the PO $75 billion on one condition: the PMG
    and all the thousands of useless mismanagers and stupidvisors must go.

    • You are right that Trump is no fan of the Postmaster General. The
      problem is one of accountability. The problems have been growing
      worse for at least 13 years. The answer from the last two Postmaster
      Generals has had more to do with abuse, than reasonable leadership.
      If you listen to the workers about the large numbers of bosses compared to them. You see how overhead with no return is a big problem. Many speak of the bad apples that are never held accountable. I think the polls are right that if the USPS fails,the publics
      feeling is leadership failed. If USPS fails it is one more large blow to
      the economy. Mr. Trump has no problem replacing those that don’t
      measure up to his standards.

    • where in the article does it criticize Trump? PMG wants to retire the mostly Trump appointed Board of Governors asked her to stay while a replacement is found. while waste should always be addressed what do you disagree with in the proposals?
