Don’t Let Them Take Your ‘Postal Pulse’

“The APWU vehemently opposes Postal Pulse – and any other employee opinion survey – despite management notices that say otherwise,” said President Mark Dimondstein. A Feb. 19 USPS announcement says the APWU, along with other unions and management associations, supports the goals of the program. A Feb. 26 News Break repeats the assertion.
The union filed an Unfair Labor Practice charge with the National Labor Relations Board (NLRB) on Feb. 25, protesting management’s false claim.
The APWU has a long history of opposing employee opinion surveys because management uses workers’ responses against union members during contract negotiations. The timing of management’s notice to employees, Feb. 19, was especially insidious, Dimondstein said, because it coincided with the opening day of contract talks.
Management first cited employee survey data during bargaining in 1998. The APWU National Executive Board adopted a resolution opposing “the use of surveys, focus groups, polls, audits, as a means of interviewing employees and union officials to evaluate job-related internal issues.” Similar resolutions have been adopted by the delegates to APWU National Conventions since then.
“Don’t let management take your pulse!” Dimondstein said. “Our voices are more powerful when we raise them together, through our union, than when we speak individually with management,” he said.
Employees who feel they are being pressured to take the survey or who have questions should contact their local union representative.

It is true that the Post Office used the VOE against the union in negotiations. But the union does not also respond to it’s members.
Our local union is useless. They do all lip service and no action. If you try to contact the Business Representatives, you do not get a response. And don’t even try to get a hold of Dimondstein.
If you say there are a lot of scabs, it is because of the frustration of dealing with incompetence in the union. If the union truly wants membership, do something to show you have some real intent to represent you constituents.

From a clerks’ view, We took the survey back USPS first started the program some almost 20 years ago. Guess what USPS used against APWU in contract negotiations? Yes, the scewed information that the employees themselves put on the survey form, from the “led on” questions! Since that time, we have learned not to par-take the survey!
VOE,or Postal Pulse,whatever they want to call it is nothing but a tool for management to use against the employees in contract arbitration as the APWU says and they have never taken any action in response to the negative feedback and in fact they could care less about the results.

One must never make the mistake of thinking management cares about you, your working conditions or job satisfaction. Now that we have CCA’s and whatever the clerk equivalent is working for nearly half the pay a topped out regular letter carrier makes, it wouldn’t bother them a damn bit to p… off we veteran carriers and hope we walk. But that’s easier said than done because it’s the older carriers who still have a backbone, whilst younger employees just don’t seem very interested in their unions. Management is just biding their time waiting for us experienced carriers to retire and implement a campaign of terror the likes of which have never been seen.
The unions have their work cut out for them and they better see the writing on the wall, because if they don’t act aggressively toward abusive behavior the membership will drop in droves and take away that precious dues income.
The problem with larger union offices and the higher level is a disconnection between them and the jobs they used to do. Yes, they know contracts, but they don’t have day to day struggles with supervisors, and wear themselves out delivering mail only to be jumped at if they’re a minute late getting back, or late getting out to the street when the precious DOIS thinks they should be.
Another problem I deal with is in the face of a doubling or even tripling parcel volume, management seldom if ever bothers to count parcels, and uses 3999 time from a light day in mid-summer that is not representative at all, but then again they don’t want it to be, either. Older carriers say it’ll take as long as it takes and they can watch ’em all day long – younger ones allow themselves to be bullied and deliver at break neck paces, misdelivering letters, flats and parcels all over the routes they’re assigned to. This monster is management’s creation, and I see no way but down for the customer unless newer younger carriers are taught that accuracy and reliability count, too. Right now that’s a foreign language to them.
And don’t fill out that stupid Postal Pulse. Same bull, different name. If management gave a s…, would our contracts have to go to arbitration every time? Would mean spirited stupid bully supervisors and postmasters stop abusing their workers if they cared? Of course they would. But they don’t, and anything you say can and will be used against you.

This is simple. The APWU can have their own opinion survey. And use it at contract negotiations.
And as a bonus, it may then seem as if they care about what we employees think.
