12/04/2015 – Arbitrator Shyam Das ruled on Dec. 3, 2015, that the American Postal Workers Union and the National Postal Mail Handlers Union may now go forward with their Step 4 grievances challenging the Postal Service’s decision to close or consolidate approximately 82 mail processing facilities starting January of 2015. The grievances had contended that the consolidations violated the PO-408 Handbook, Closures and Consolidations Area Mail Processing (AMP) Guidelines.
The USPS challenged the grievances stating the PO-408 was not a handbook covered by Article 19. The arbitrator agreed that the PO-408 has a direct relationship with “wages, hours or working conditions” and the hearing on the merits can go forward.
The hearing took place on April 6, 2015, brought forth by the NPMHU with the APWU as an intervenor.
APWU President Mark Dimondstein pointed to “the great work and preparation that the National Mail Handlers Union put forth as well as the essential efforts by the APWU team led by case officer Executive Vice President Debby Szeredy.”
Szeredy noted, “This is an enormous win, and we are now eager to get the merits heard before any further consolidations occur.”

Good work, but it means nothing, because per their sop, usps mgmt. will just ignore anything that comes of this.
Heck, they blatantly, purposefully, ignore and flaunt LAWS, let alone regulations, rulings, etc. too.
But at least their numbers at hq have swelled in size, while craft numbers have plummeted………
Hey bottom’s up..what are you smoking? Why are you blaming the Union? Management took these actions and here we go again, let’s blame the union because they didn’t stop management. Raise what at the first round? That it was wrong? It’s not a bad dream, you seem to be ignorant of the process and can only blame those who you claim to pay dues to. Did you ever consider that maybe the first round was done correctly? I don’t know whether it was or not, but you should be placing the blame where it belongs..squarely on the shoulders of management
Actually,the only major consolidation entirely within the last PMG’S (Jun.30,2014) downsizing plans was the Queens,NY P.&D.C.;letter-sized and flats into the Brooklyn,NY P&D.C. This was fully implimented,as of Aug.1,2015. The APWU National and Mail-handlers National unions r now claiming victories. I doubt it. Wait until Magen Brennan (Fred Flintstone’s University-School of Management) graduate invents her own downsizing /consolidations plans.
I’ll never understand why the union can dictate to the employer what building the business we’ll be handled in. They still have jobs, and maybe have to travel to another location, but the employer should be the one to decide what is cost effective for the business.
why didn’t you raise this at the first round of closing, it wasn’t like mgmt. didn’t give the union enough notice as to what was going on. i’m sure it still would have went thru but maybe it would have given the CRAFT EMPLOYEE’S who pay our DUES! on a bi-weekly basis more time to try and line something up. i know i was one of the effected one’s it’s done it’s over but i don’t think the apwu helped MAINTENANCE CRAFT out one bit although it sure helped all the lazy sob’s that wouldn’t take the time to try and get the training they needed to pass the old test. now mgmt. and the union will reap what they sow, good luck. 4 more years i’m gone out the door can’t wait. maybe this is all a bad dream and i’ll wake up.
