Joseph Brucato had the mail in his car, locker and in his home — approximately 2,500 pounds worth, according to ‘a conservative estimate — that dated as far back as 2005. ‘Personal reasons’ prevented Brucato, whose attorney says suffers from depression, from delivering the mail.
Joseph Brucato was arrested Wednesday after investigators found more than one ton of undelivered mail in his home, locker and car, according to a complaint filed in Brooklyn Federal Court.
Brucato came under suspicion after his supervisor spotted mail in the carrier’s personal auto, a 2004 Mitsubishi Galant, on Sept. 22 outside the Ryder Station in Flatbush.
Brucato is not authorized to deliver mail in the vehicle.
The next day, agents from the office of inspector general confronted Brucato and he admitted that “he has been keeping mail there for at least six months and that on some days he did not deliver the mail intended for his route for personal reasons,” Special Agent Michael Wu stated in the complaint.
Wu stated “by a conservative estimate” approximately 2,500 pounds of U.S. mail postmarked as far back as 2005 was recovered, representing at least 40,000 pieces of priority, First Class and regular mail that was supposed to be delivered to residences and businesses on Brucato’s route.

If that much mail was missing from his route wouldn’t that have triggered a huge spike in complaints and someone should have noticed a pattern?
Alan, you obviously do not keep up with the news. Clerks are arrested for theft of mail as often as letter carriers are. I know of clerks who stole COD cash, went through birthday cards, etc. and got away with it for some time before they were eventually caught and busted, so get off your high horse and live in the real world. There are hundreds of thousands of carriers and clerks out there, and tens of thousands of managers, and with that kind of numbers it is not possible for every employee to be squeaky clean.
The question still remains as I wrote in my first post how management at that branch went nine years without detecting a problem, supposedly. Maybe no customer in their service area owns a phone and can’t complain, or they just don’t answer the phone and are too damn lazy to do anything until they absolutely have to. I can see a problem going for a few months or at least long enough to establish a pattern, but nine years is inexplicable. I hope Postal Reporter follows this incident and reports on the aftermath.
None of this matters as long as the MSP scan points were made for 9 years!
Everyone remember that station manager in one of the boroughs that tied up her window clerks and stoled all the money.. It was probably 8 years under her watch, I mean lack of watch.. Lol… I’m Also shocked that no 204b or brown noised letter carrier didn’t RAT on this person.. It’s also like those letter carriers in Philly who sat in a bar all day drinking instead of delivering the mail..
Not one gives a fat ass what goes on. I was a letter Carrier for thirty five years and never flaged a stop (skipped). I was in the ten percent of the trouble makers in my station, why,? Because I did my job correct. You ask why, why , why, give me a break!! Look around your own jobs and ask why!
I complained to this office many times and nothing !!

How this went on for 9 years is beyond words. Everyone from his supervisor on up should also be placed on no pay suspension until this is investigation is over, at which time they should ALL be fired.

Just when it would happen when I was still working at my local P&DC…a neighbor would come up to me and think I was a letter carrier. The shame is that the LETTER CARRIERS are the ones who incite the most complaints and do idiotic things like hoard other people’s mail. How can ANYONE WITH A BRAIN even think of taking someone else’s mail piece? Yeah only a letter carrier. I remember when I used to work in Palm Springs, CA and used to spread mail on the carrier cases. All they did was bitch and moan about the way the mail was faced, turned, etc. Bitch, bitch, bitch. And then they go out and hoard innocent people’s mail. Thanks letter carriers for making my job as a clerk that much rougher. Yep 5 years next month in retirement and I LOVE IT!!!
This gives us all a bad name. Granted, Routes are way out of adjustment. Management expect the impossible and there is pressure….but you have to do your job. Deliver the mail with pride.
Is the man married with children if so did his family ask, where did all this dam mail come from, nine years of mail in his house and other places, and no customers said anything, until the supervisor saw something in his car, wow I mean wow, the boy is sick, he needs help.
This would get him a promotion at my station.
This is not good, either for letter carriers or management. First, letter carriers should be above that kind of behavior. We are handling a lot of sensitive mail and have a responsibility to deliver our mail as best as we can, as accurately as possible. The USPS image in the eye of the customer is that of the employees they see, window clerks and letter carriers. His removal is warranted in my humble estimation.
Now comes the fun part: how did management go nine years without having a clue that so much mail was not being delivered? I can’t believe that nobody looking for important mail wouldn’t have called in, over and over from the same route over time. What did management think was going on? Were they just lazy and never bothered answering the phone? Were they actually that clueless that it took a supervisor seeing the mail in the carrier’s personal vehicle to tip them off after all this time? I just can’t understand how nobody was tipped off.
This ignorance of such an obvious situation should be investigated as well. If malfeasance and deliberate ignoring of customer complaints in favor of favorable numbers was their motive, then that indicates, at least in that office that numbers after all are the only thing management pays attention to, and the hell with the customer. I would hope not, but this situation will not be complete just by concentrating strictly on the carrier’s behavior.

And the best part of the story that is not told is managment probably got a HEFTY Pay For Performance bonus for cutting hours. Joeseph really cut some hours if they found 40,000 pieces. Now how much did they not find and how big was that bonus the manager got for scaring poor Joseph to the point of doing this???
Hire good work ethic people that exactly want to work but also pay good for great performance
