California: Bay Area Postal inspector Supervisor charged with stealing cash, pills, playboy mags, passports from mail

San Jose Postal Inspector Arrested, Accused of Stealing, Destroying MailA senior San Jose postal inspector has been arrested on charges of stealing mail, including rare coins, cash, prescription pills, gun parts and other items from parcels that were torn open in transit, authorities said.

In a complaint filed in federal court in San Jose, investigators said Quan Pham Howard, 52, instructed employees at the U.S Postal Service’s San Jose Processing and Distribution Center, to call his office or cell phone whenever valuable items were found loose in the mail, having become separated from packaging during processing.

A U.S. supervisory postal inspector once named a federal employee of the year has been charged in federal court with stealing mail containing prescription pills, jewelry, passports, collectable Playboy magazines and other items that had gotten loose from torn or damaged packages in San Jose, court.

Federal prosecutors in San Jose charged Howard this week with delaying and destroying mail, theft of mail and possession of stolen mail from 2013 to 2014.

In 2013 and 2014, employees notified Howard, a supervisor postal inspector, of such items multiple times, according to a criminal affidavit signed by special agent Christine Hodakievic of the Postal Service’s Office of the Inspector General.

She wrote that Howard took away rare coins, loose silver bars, vials of prescription pills, $5,000 in cash and a Joan Rivers collector’s box signed by the comedian. He reportedly told the employees he would lead efforts to connect the merchandise with their owners.

  1. Is mismanagement considered stealing? INTENTIONAL destruction of the usps by some higher up. People are not stupid but some in management think that a common man is a fool.

  2. I don’t know where Scott works but in St. Louis there aren’t any beautiful woman in the PO. That didn’t keep them off their knees. They usually coerced their managers to sign off o their disability retirement.

  3. @Liam Skye-The OIG is part of the Postal Service and is NOT an independent agency and the Inspector General serves under the PMG and that is why upper management can do dirty deals and get kickbacks and the OIG has no power to stop it.

  5. And the corruption continues unabated at all levels of management, much more so than craft. Mr. Federal Employee of the Year a pill junkie and thief. If it isn’t out and out theft, then it’s criminal incompetence as ass kissers, beautiful women with no talent other than giving male supervision and superiors stiffies and other things, and lazy assholes who can’t do the craft job continue to enter management and rise through the ranks. This may sound sexist but I see it every damn day and I will not sugar coat the situation in the name of political correctness.
    Our OIC, a long legged blonde, can’t do anything, and when she does, she screws it up. Our supervisor has to do all his work as a city carrier boss and her stuff she ignores too, and the POOM and District know it. They just shrug their shoulders and say “Oh well”. I think the management circle is so hopelessly corrupt that many of them know just enough incriminating information on each other to maintain a delicate balance between job safety and exposing illegal and personal behavior wrong doing to higher ups or spouses. I know they couldn’t carry a route if they tried. That’s why in industry the best people never get off the line, climb the ladder or anything else because it’s the leeches at the top getting paid big bucks for basically being corporate ticks, and sucking the blood off labor without doing a damn thing themselves besides trying to ruin their companies.
    Congratulations, Fed Employee of the Year. You’re a shining example of the corrupt douchebag so many of your peers and yourself are.

  7. I guess the idiots should be told that the Postal Inspection Service is an independent law enforcement agency and is NOT part of the USPS, except that USPS is required to fund it. You have embarrassed yourselves with your clueless windbaggery. Whether employees stealing; managers stealing; employees malingering; OWCP fraud; union corruption and now (of all things)the PIS gets caught stealing. And the union chants, “The US Mail is not for sale!” Figures…lets keep the theft & fraud in-house.
