WASHINGTON- Senator Tom Coburn, M.D., R-Okla., and Rep. Darrell Issa, R-Calif., wrote a joint letter today to the United States Postal Service Board of Governors advising them to resist political lobbying and utilize their legal authority to move forward with the modified six-day delivery plan announced on February 6, 2013.
“[T]he Board of Governors has a fiduciary responsibility to utilize its legal authority to implement modified 6-day mail delivery as recently proposed,” the letter continues. “The deficits incurred by the Postal Service and the low level of liquidity under which it is operating leaves it in a perilous position; one that demands implementation of all corrective actions possible.”
The lawmakers note that the Obama Administration did not include the removal of the existing provision requiring six-day delivery in its communications to Congress as a necessary step for the implementation of the modified delivery plan.
“As members tasked with the responsibility of postal authorization, we continue to support the position the Postal Service has articulated that preservation of this appropriations rider does not prevent the planned implementation of a modified 6-day mail delivery schedule,” Issa and Coburn, chair and ranking remember of the House and Senate committees with legislative authority over USPS, write.
Coburn and Issa note that the Postal Service has the legal authority to pursue its modified six-day delivery plan in part because “[a]s proposed, the Postal Service is not eliminating a day of service, but is merely altering what products are delivered on what day, to maintain a sustainable level of service.”
“Without major, immediate restructuring actions, annual operating deficits will increase, and the Postal Service will sink much deeper into default on payments owed to taxpayers,” the letter notes.

I guess most of the ones opposing to 6 day delivery are from upper management when your talking about saving money they should look first about the amount of money management spends in grievances, because of the unexperienced want a be supervisors who dont remember where they came from, and they forget that it was because of the union they have good wages that if union woudn’t have negotiated our past contracts they would have been working somewhere else, maybe at walmart as supervisors. Ending saturday delivery is a good business decision. Its the heart bleeding liberals that always wants the govt. to pay.The union only cares about its dues.they should be lobbying congress to fully fund the mandate.
Efforts should be directed to operate at a breakeven point.
A business plans needs to be developed to compete with UPS and FED X in parcel and expedited mail delivery. Markets are increasing in this area as online shopping is rapidly growing.

Issa, Coburn, and Donahue are all in the boat together. They feel they are above the law and do whatever they want. The CR says to continue the 1983 delivery standards to maintain the “Status Quo”. They cannot pick and choose what gets delivered on saturdays.
I just dont think alot of people get this whole thing ..as a carrier working 6 days a week with one sub for 3 routes and one regular out with a broken leg !!!!!you bet i would like a saturday off but…the problem with the 5 day thing is not just that hey some people dont care about saturday mail they are saying all your packages will still be delivered and your medication also ..only internally they are saying only priority packages and express mail will be delivered on saturday??so that leaves all the other mail for us to deliver in 5 days what you will end up with is no subs wanting the job for the occasional day of work and everyone working will never have any other day off so you are going to end up with many more injuries caused by the overload of mail and packages that are not priority like your amazon shipments and many many other packages in fact priority packages are maybe 1/3 rd of my packages..
and those pills well most of them are not priority in the first place and the people that will deliver this are going to be low paid partime who ever they can get to take the job and they will put your pills in the mail box they are not going to the door with every package of pills ,so they will sit there all weekend because nobody is going to check there mail box on saturday because they wont think theres anything there ,,,so a good portion will be stolen by either these people they hire to deliver or all the criminals that believe me are smart enough to know those pills might be in the mailbox saturday night…and no i,m not saying the people they hire are all thieves or anything but there wont be any accountability for these people to care about our customers the way we do …and also how many of them will even get it to the right house i live in a very rural area and over half the houses have no addresses on them,i mean fedex cant even get my own packages to my house and it does have the number in huge letters on the garage door but they have so far managed to leave 4 packages thrown over the fence at a neighbors house and they stayed there all weekend long since they were out of town and it was food from swiss colny one time which was spoiled as it was 100 degrees over the weekend and another was two large jars of pickles shattered in there drive way when it was thrown over there 6 foot high fence ..the post office is the most trusted of government organizations (even tho we are not government)i dont think that will last for long if we go to 5 day delivery..
the biggest problem is the government has already spent that overpayment into retirees benefits and they dont have it to give back thats the real problem here….

Issa moved to another district in california to make sure he gets continual re-election. This guy should be a ceo at walmart as that is his theology. Issas’ vision is to destroy this organization and sell off what is profitable. For example the Postal Service owns hundreds of millions of dollars in real estate. The 45 billion already paid into the prefund would be fair game since there wouldn’t be any future employees. The beyond 100 billion overpayments into it’s two retirement systems could be conveniently forgotten. For those who feel our services aren’t needed rest easy, not a nickel of your tax dollars are directed USPS way. Stating that certain offices aren’t needed is an assumption not shared by millions of Americans. Go into communities that are impacted and see what response you receive. Because USPS is under Congressional restraints this organization isn’t allowed to create new revenue streams. Getting into epay for example was shot down by Congress as they believed it would harm their corporate masters ie banks. Get competent leadership and get mutts like Issa to back off and this proud organization will prosper well into the future. To the apparent dismay of some.
How about five day delivery June, July and August and go back to six day delivery September thru May.

6 day street delivery and failing to consolidate or close no longer needed community post offices is a total monatary loss as service from these location is no longer needed.
Tradition is no just cause to keep postal services operating in wasted cost operations providing services that are no longer in demand. Craft and management union and pressure have no concern for the long run but only what their groups can reap at the moment.

I always knew Issa was incompetent. He seems to forget he is just one member of congress and that all of congress needs to be in on the process. Issa has a personal agenda, mainly to privatize the post office for his buddies at FedEx, UPS, and Pitney Bowes who have contributed thousands of dollars to Issa’s PAC. A friend who is a manager at UPS was told that when the P.O. is privatized, UPS will raise rates 20%.

With the addition of cca’s the hand writing should be on the wall, they want a cheaper work force. Now I’ll be the first to admit this used to be a very shall I say sweet job 25 years ago. But now with flat sorting, and delivery point sequencing, dois, and so many other acronyms, it stinks. They have captured all the down time that carriers used to have and now they are goining after your alloted time as well. M.s.p. scans every where you turn, P.d.i’s and write ups for the most ridiculous things, and let’s not talk about waste. Postal management is notorious for putting the cart before the horse. They spend billions of dollars on programs only to scrap them, and the products that they invest in can only be used by the postal service. I totally agree with whom ever said that Donahoe and his croonies whould have been fired if they were in private business. And doesn’t it make you wonder just who Corburn, and Issa, owe? For no reason should they be telling the Post Master to circumvent The Congress that they swore to up hold.
Let’s try to remember the job losses that will come with no letters or flats delivered on Saturdays. CCA’s will be the only ones delivering packages, and the PO, as “John” says, will curtail what it can’t get out in eight hours with a handful of CCA’s. Every Monday will be like the Tuesday after a Monday legal holiday. I have no confidence that management will have the brains to modify scheduling the mail to better evenly distribute the mail during a five day week. They’ve never done anything proactive before, so why think they would now?
Plus, squeezing six days of letter and flat mail into five days will result in increased volume and longer routes. This could work to the carriers’ advantage, and it’s possible they would have to cut routes and create new ones. That is, if the USPS didn’t lose a lot of customers for making themselves just that more inaccessible.
Donahoe wants to be a CEO of a private mailing company, not the Postal Service as it stands. But he’s a fool if he thinks anybody would want him after the way he ran the USPS into the ground. Postal management lives in a dream world isolated from craft and basically the rest of the business world.
I work five out of six Saturdays, “Slug” and usually lose the Saturday because we’re always understaffed, so I suggest you do your research before making such a claim. Most five day supporters are scabs and people who are only thinking about football and their own selfish interests.

A fellow soldier, Jay Bergey, said that Issa stole his Dodge Charger in 1971, and that “”I confronted Issa. . .. . I got in his face and threatened to kill him, and magically my car reappeared the next day, abandoned on the turnpike.” No charges were ever filed. Issa has denied any theft.

I’ve seen a number of blogs about going to 5-day delivery. Many, not all, responses are left by carriers who say, “Hell yeah! I want my weekends off!” This includes some of my own family members. I am a clerk with 18 years in and I am approximately 10-15 years away from having enough seniority to work a day shift with weekends off. Would these carriers be saying the same thing if they were one of the 25,000 carriers projected to be impacted? Would they be saying the same thing if this change caused them to excessed to another office upwards of 100 miles away? There is a bigger picture here. I agree with Brian, this would be the beginning of the dismantling of the USPS as we know it. Don’t get me wrong, the USPS need some major overhauling in how it processes and delivers mail. It is by far not the most efficient organization…re-sorting mail that outside companies have received a discount for already pre-sorting has been a thorn in my side since I began 18 years ago. This is done so that the station and/or carriers get all their mail sorted together and not in seperate bundles. Stop giving politicians free mailings. All that being said, if it wasn’t for the pre-funding mandate, there would be no financial dilema and no one would be talking about going to 5-day delivery…or at least that is what former PMG Potter told congress, under oath.
Hell, if we can’t get enough junk mail,catalogs, political flyers, and credit card applications in 5 days we should just lock our post office boxes so none can be put in on Saturdays. Brian hit the nail on the head, this could cost 25,000 jobs. Most government positions are mainly jobs not need.
Is it any wonder that both Messrs Issa & Couburn speak out of all three sides of their mouths? They are very picky in choosing which parts of our constitution they wish to overturn.

It’s been projected to cost 25,000 Letter Carrier jobs if implemented. Plus another 10,000 support employees from other crafts. It would be a major step in the dismantling of this organization. The Senate has asked for concrete data to support assertions that 2 billion dollars would be saved. Of course all studies done to this point are to the contrary. Issa is a punk who can’t garner support from his own party. I hate to see a grown man cry but this time I’ll make an exception.
We will go to five day delivery if the republican party agrees to also work five days a week for the whole year and yes we will allow them to have federal holidays off. Fedex and ups and pitney bowes must also must promise not to a bigger piece of the pie if we stop delivering on saturdays. Oh that might be hard for them to put that in writing. I think Issa and the rest of the republican party should be deported as they are trying to crush the middle class and on top of that refuse to allow the minimum wage to be raised to ten dollars an hour. 5 day all the way! Majority of carriers want 5 day delivery. It’s all about the money for the union! Don’t be fooled by the unions tactics. If something is not done you can expect privatization in future with lower pay and layoffs and then the union will be busted.

usps delays tons of mail now. they will certainly only deliver a fraction of the parcels on saturday and keep hours to the bare minimum. this whole idea that, well, technically we are not breaking the law because we are still delivering some mail’ is utter nonsense by issa, donahoe, and coburn. the intent of the law was clearly that all mails get delivered 6 days a week.

Parcel deliveries are curtailed every day at our post office, we are not fooled by this garbage idea of delivering just parcels on Saturdays. USPS will curtail most if not all of the parcels until Monday anyway.
A little hypocritical of Issa to tell someone else to resist political lobbying. My guess is his persistent attempts to derail the usps without any results have made him a desperate man. Kinda feels like hes made promises he cant keep. I cant see the bog taking his advice to break the law.
