Former president and former treasurer of the Chesapeake, VA National Association of Letter Carriers (NALC) Branch #6066 separately stole over $18,000 from the organization, according to court documents

On March 25, 2015, in the United States District Court for the Eastern District of Virginia, Norfolk Division, Choi Hawks, former Treasurer of National Association of Letter Carriers (NALC) Branch 6066 (located in Chesapeake, Va.), was sentenced to six months of home detention, five years of supervised probation, and was ordered to attend financial counseling and fraud counseling, and have a mental health evaluation.  Hawks previously paid full restitution of $11,196.  On December 17, 2014, Hawks pled guilty to one count of embezzlement from a labor organization, in violation of 29 U.S.C. 501(c).  The sentencing follows an investigation by the OLMS Washington District Office.

On March 3, 2015, in the United States District Court for the Eastern District of Virginia, Norfolk Division, Jeffrey Jones, former President of National Association of Letter Carriers (NALC) Branch 6066 (located in Chesapeake, Va.), was sentenced to one year of probation and was ordered to pay restitution of $7,649.  On November 20, 2014, Jones pled guilty to one count of embezzlement of union funds, in violation of 29 U.S.C. 501(c).  The sentencing follows an investigation by the OLMS Washington District Office.

According to court documents: between July 2011 and January 2013, Jones made 43 ATM cash withdrawals without proper authorization amounting to $7,649. He told investigators it was “pocket money” to buy “junk.” The embezzlement was uncovered after Jones was replaced as president.

According to court documents: between August 2012 and February 2013, Hawks made 15 unauthorized ATM withdrawals and wrote six checks to herself. The U.S. Postal Service let Hawks quit in May 2013 after she was accused of mail theft.

Jones and Hawks did not know the other was stealing from the union.

  1. When they find themselves in a position where they can no longer steal from the employer or customers they steal from each other.

  2. This is not the kind of behavior we need from NALC officers or members. We only make ourselves look as bad as the management personnel we see arrested and sentenced for their crimes they commit. I think the thread of similarity is the fact that union officers, especially full time officers, get the same mental disease supervisors and managers get – runaway egos, the enjoyment of bossing people around and having access to accounts and other materials that are too hard to ignore.
    Somebody has to be above this kind of bullshit, and these two NALC officers certainly were not above stealing from other members to pad their own pockets. Glad they got caught.

    • As a 32 year employee, nothing surprises me anymore. Whether it’s a management employee, or a union member is not important. All of the crooks smear the positive reputation the USPS has with the majority of the public. Throw them all under the jail!
