Corruption of Letter Carriers a “Significant Vulnerability” for Postal Service

Chasanow sentenced former U.S. Postal Service letter carrier Devona Ursula Charley, age 27, of Washington, D.C., today to a year and a day in prison, followed by 6 months of home detention as part of three years of supervised release, for conspiracy to distribute and possess with intent to distribute marijuana, and a bribery conspiracy.

The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Postal Inspector in Charge Gary R. Barksdale of the U.S. Postal Inspection Service – Washington Division; and Chief Mark A. Magaw of the Prince George’s County Police Department.

“The corruption of postal employees is a significant vulnerability in the system,” said U.S. Attorney Rod J. Rosenstein. “Through the coordinated efforts of the U.S. Postal Inspection Service and other law enforcement agencies, we are investigating several cases involving letter carriers who took bribes to divert shipments of illegal drugs.”

According to her plea agreement, from at least September 2013 through April 2014, Charley, a U.S. Postal Service letter carrier, conspired with Dominique Jones and others to distribute marijuana. In addition, Charley admitted that she received money to deliver mail packages to Jones that were addressed to other people. Charley knew that the packages contained marijuana.

Specifically, Charley provided Jones with addresses for the shipment of packages along her postal route. Charley agreed to deliver the packages to Jones even though they were addressed to another person. Her co-conspirators agreed to pay Charley $350 per package. Based on the information provided by Charley, packages containing marijuana were shipped to the addresses provided by Charley. When the packages arrived at the post office, Charley picked up the packages and texted Jones. Jones and an associate then met Charley along her mail route and Charley delivered the packages.

Based upon her role in the conspiracy, Charley is responsible for the distribution of between 40 and 60 kilograms of marijuana which was valued at between $70,000 and $120,000.

Dominique Jones, age 29, of Oxon Hill, Maryland, previously pleaded guilty to his role in the conspiracy and was sentenced to 54 months in prison.

United States Attorney Rod J. Rosenstein praised the U.S. Postal Inspection Service and Prince George’s County Police Department for their work in the investigation and thanked Assistant U.S. Attorney Deborah A. Johnston, who prosecuted the case.

  1. ps-it should be noted that Sen Diane Feinstein-CA lobbied PMG Patrick Donehoe to get her husband Michael Blum a no bid contract to buy/sell/lease us postal property. he has been selling them for 50% under market value to friends (usps has refused parties request for appraisals-freedom of information requests have been filed) and then flipping them for true value. gets a 6% to sell, buy, and lease. you can goggle and find this story on the internet……how come these two have not been arrested and jailed? no go after the kid who grabbed a CD Netflex movie out of the mail stream.

  2. new employees look at po job like working at McDonalds………..then they see the stupid, corrupt po mismanagement bilking the system and say why not dip my beak. can you blame them? they also see demonrats pelosi and reid doing the same thing. government is there for the taking…………but go after the bottom of the food chain and not the top….that makes real sense. keeps the sheeple from asking questions.

    Then this means, you’re going after the largest source of corruption, which would be postal mgmt., right ?

    • TSP- You must joking? Of course we are aware of the rampant corruption in management, but of course we would can’t go after them, they are untouchable.

      • over 110,000 postal mismanagers, 99% have no college education. 350,000 union workers. 3 to 1 ratio of worker to mgt. Fortune 500 Companies got rid of this kind of bloated, 15 layer onion 20 years ago. pushing paper from office to office to keep their jobs. need outside private sector company to come in audit and rightside po mismanagement…..and why not!

        • Don, what bankruptcy? Postal service is rolling in dough. Only shortfall is manufactured by congress. Operationally they are profitable despite the occasional slug here and there. Just like any other company.

    • Thank the unions ( not mgt) for postal service bankruptcy. Just remember who cost all the jobs. Just like auto industry, steel industry, and now the PS.

    • While I agree with your assessment, there are a small percentage of bottom feeders that are just as corrupt. Unfortunately the supervisors who have such high opinions of themselves as “managers” never seem to attempt to reel in these bottom feeders. I work next to one every day. She’s a carrier and milks her route for 1 1/2 to 2 extra hours every single day. While the managers keep the honest folks working a full eight every day by capturing under time, they actually perpetuate this slugs poor performance by giving her aux assistance or just allowing her the OT. They know full well she doesn’t need this time to complete the route, and acknowledge she is just abusing the system. Meanwhile the carriers that work hard get the abuse and constant harassment that is all too familiar to our workforce. I guess I shouldn’t be surprised though, because the supervisor that allows this to go on had the exact same “work” habits when she carried. I guess it’s just too easy to pressure those that have an internal work ethic and to allow the crooks to continue stealing from the joint, rather than doing their jobs and investigating why someone can’t seem to fulfill their duties in the allotted time.

  5. the cca’s don’t cares about the mailstream, it’s there for them to pilfer. Few will ever get caught. only the really dumb ones. They are paid little and no bene’s. Hey look at all this free stuff. I don’t think they give the pledge-oath about protecting the mail. it will ruin our good reputation as most trusted gov’t agency. THAT is the plan of miss-management, now I see it.
