McGann Hire to Strengthen CyberSecurity Expertise
McGann retired from USPS just eight days after it was announced a major cyber intrusion that potentially compromised the data of approximately 800,000 current and former employees. McGann’s departure, however, was not related to the breach and had been planned, according to a senior USPS official.
In August a USPS OIG audit discovered a hardware failure occurred on April 4, 2014 that resulted in loss of the Computer Incident Response Team (CIRT) database used to record and monitor computer incidents. There was a backup, but it was stored on the same hard drive. The Postal Service did not ensure all database backups were being stored on separate hardware. The Postal Service’s security standards stated “critical information resources must be stored off-site at a location that is not subject to the same threats as the original media.”

Reston, VA – December 8, 2014 – Charles L. (Chuck) McGann, the former Corporate Information Security Officer (CISO) for the United States Postal Service (USPS), has joined CRGT Inc. as the Chief Cyber Strategist. His initial responsibilities include assisting customers to meet their CyberSecurity goals.
CRGT President Tom Ferrando said, “Chuck’s expertise will guide CRGT’s Cyber Strategy and assist in providing Information Assurance expertise to address our client’s mission needs. Chuck will be a key contributor to CRGT as it expands its ability to support customer’s evolving CyberSecurity objectives.”
“Joining CRGT provides an opportunity for me to support federal government clients by leveraging years of experience in a complex CyberSecurity environment,” said Chuck McGann. “I welcome this challenge and look forward to bringing large-scale, CyberSecurity protection strategies to benefit current and future customers.”
In his former role as USPS CISO, Chuck was responsible for securing one of the largest intranets in the world with over 200,000 workstations; 40,000 retail terminals; 15,000 servers; and 250,000 mobile devices. The USPS’ infrastructure manages over 600 business applications that support all aspects of its business operations, including the movement of the mail.
McGann holds an MBA from Strayer University, a Bachelor’s degree from the University of Massachusetts, and two Associate’s degrees from Springfield Technical Community College. He is a Certified Information Systems Security Professional (CISSP), a Certified Information Security Manager (CISM) and holds a certification for information assurance methodology (IAM) from the National Security Agency (NSA).
Chuck is the past co-Chair of the (ISC)2 Government Advisory Board on CyberSecurity, and served as a Government Information Security Leadership Awards Judge during recent years. He is a member of the Symantec Government Education Advisory Board, the RedSeal Customer Advisory Board, and former chair of the Federal CISO for CISO’s quarterly meetings.
Chuck has received numerous professional awards, including a recognition by the Information Security Executives (ISE) Southeast Awards 2012. He received the ISE National Executive of the Year Award for Government in 2012. In 2014, he was a nominee for the FedScoop 50 in Cybersecurity Leadership.
