NPMHU APPEALS SPSS DECISION TO ARBITRATION AND NATIONAL LABOR RELATIONS BOARD
The NPMHU National Office has filed an appeal to arbitration concerning the disputed work on the Small Parcel Sorting System (SPSS), as well as an unfair labor practice charge with the National Labor Relations Board. The latter seeks injunctive relief under Section 10(j) of the National Labor Relations Act.
On August 7,2015, the Postal Service unilaterally reversed its June 1,2015 determination and issued a new determination (attached hereto as Exhibit 3) that the duties associated with the operation of the SPSS would be assigned to the Clerk Craft represented by the APWU instead of the Mail Handler Craft. The Postal Service’s conduct violates its duties under Sections 8(a)(1), 8(a)(5) and 8(d) of the Act. The Union seeks injunctive relief under Section 10(j) of the Act, as well as any other relief the Board deems appropriate.
If you think the SPSS. NEEDS someone that can read then maybe you can’t read the smart machine can read so in that predicament it’s a mail handlers job no reading no training, just slide the mail through that’s a mail handler job clerks don’t like to sweep so SPSS is for mail handlers only. Automation does away with clerks. I like that.
It’s about time the Clerks got control of the SPSS….who knows a mailhandler who can read addresses? LOL the only thing mailhandlers are good for is to fill up the hampers with PROPERLY sorted mail which a mailhandler could never do…..the clerks are there to READ the addresses….mailhandlers are there only because someone has to change out the full hampers.

SO , what’s new that the USPS would renege an agreement ? Rules are for you , not the Service !
Management via”determination”, a sudden reversal and an invitation 2 appeal is playing a game of divide and conquer. Forget about a plot 4 priviization. No private company would go near a continually money losing company, with a work-force inevitably at war with each other. Instead, USPS may face eventual liquidation. And top USPS management will rob all of us by collecting large pensions. It’s called a”Golden Parachute.”.
A business as large as ours is going to have legitimate labor concerns that should be addressed. Congress is beginning to see that ,if we return to the standards and fiscal policies before the Postal Reform Act of 2006, we will once again be the cheapest ,fastest,highest quality in the world Postal Service!
