November 7, 2014- We are extremely pleased to announce that the NPMHU has prevailed in its National arbitration against the Postal Service over the ability of the Postal Service to allow Lead Clerks to supervise or in any way to assign or direct the work of members of the Mail Handler craft.
Arbitrator Das’ Award makes two important findings:
- First, Arbitrator Das stressed, as the Postal Service was forced to concede, that Lead Clerks “are not authorized to perform supervisory functions … including decisions about hiring, promotion, discipline, approval of leave, the resolution of grievances, and employee evaluations. “
- Second, Arbitrator Das made clear that, absent negotiations between the Postal Service and the NPMHU, the Postal Service cannot utilize Lead Clerks to direct or guide the work of Mail Handlers.
“mail processing employees assigned to mail processing operations,” regardless of craft. The NPMHU grieved that decision.

Can’t believe how many nimrods there are out in this work force. You do remember why the lead clerk position was created. It was created to keep mgmt. from hand picking their pets to do there bidding, usually someone that everyone disliked. Now that you can bid for it, it allows a person, not in mgmt.’s back pocket, that will treat everyone equally, as the CBA calls for. So, just because the mailhandlers kept casuals, doesn’t make them any better, or smarter than any other branch of the work force. Just remember, mailhandlers have “work leaders”, pot calling the kettle black!
It’s a big deal we know how to work the mail and it lessens confusion on the work room floor
Only the APWU would come up with something as asinine as the “Lead Clerk” position.. That’s what you get with a company union!
Just another asinine decision broadening the Mail Handlers unity regarding the “you can’t touch us” mentality . Seriously ? Lead clerks don’t direct work even in the clerk craft and what does “when a supervisor is not present ” mean anyways ? Present for the moment of the inability of a MH to figure out the job the MH is supposed to be doing ? Petty BS the MHs are the best at . We want the jobs but we’re never really going to DO the jobs ! In fact , lets just let the clerks be told to do what we are supposed to be doing and then we will stand there and watch them do our work and file some grievances and get paid even more for NOT doing our jobs !!! F’d up !

If clerks are not permitted to instruct mail handlers why no just bring in monkeys ~~ they can do it!
Good for the mail handlers, Lead clerk was a bad idea that drives a wedge in the clerk ranks, the apwu needs to do away with this position at the next contract negotiations, if you want to be a supervisor put in for it.
