Communities and Postal Workers United calls on all postal workers and allies to observe a national day of mourning within the US Postal Service. We call on postal workers to wear black armbands, observe a moment of silence, and lower flags to half staff on the day after his funeral*, to call attention to the brutally tragic killing of Tyson Jerome Barnette, a 26 year old Washington DC area, City Carrier Assistant, who was murdered while delivering mail in the dark on November 23rd.
Postal workers and our communities are angered and outraged at this senseless, unnecessary death.
The next delivery day after the attack on Brother Barnette, 100% of letter carriers in the DC area were again delivering after dark.
We call on USPS management to end delivery after dark, to fully staff carrier and clerk positions to allow early start and end times for letter carriers, to adjust overburdened routes to eight hours, and restore mail processing capacity.
This tragedy was set up by the “consolidation” of mail processing and understaffing in the clerk craft, which has forced carrier start times later in the day. This tragedy was set up by flawed FSS implementation, which has lengthened routes beyond eight hours. This tragedy will be repeated unless major changes are enforced.The African American community is particularly hard hit by the fortunes of the postal service, which has a 21% Black workforce. As well-paid career clerk, mail handler, and city carrier jobs are being eliminated, low-paid CCA, PSE and MHA jobs are being created. This young, Black man was put in a dangerous, deadly situation for $16.58 per hour.

When you get down to it according to “All Your TSP Belong To Us” that is where the blame truly belongs. We all know that is not the truth and I am going out on a limb and include “All Your TSP Belong To Us” in hoping that he knows what is real.
If you blame anyone other than the shooter how about starting with the shooter’s parents?
Deepest sympathy for his friends and family. Union shows stupidity by blamming the USPS and darkness. Is murder not commited in daylight in WDC? What about the criminal who pulled the trigger? Isn’t the shooter the reason this young man is dead?
Why is it in tragedies like this there is always someone (in this case the union) who blames everyone other than the criminal? Probably a gang member; probabably a criminal record. Start executing convicted murderers and the murder rate will drop.
Blame mgmt? Why not blame the thug coloreds instead? Blame mgmt instead of “yo bro in da hood”? Keep smoking and shootin up,,,, keep supporton yo dealer. It will only get worse.

Jeff, this shit happened, because this carrier was out later much later than normal.
Which was 100% the fault of mgmt., not him.
If he hadn’t been out late, again due to mgmt., he would have never crossed paths with his killer.
It’s really that simple, no matter how you try to spin it.
This has been going on nationwide for at least a year; winter, spring, summer, and fall.
It was bound to happen, and it WILL happen again, unless things are changed.
Part of the blame lies with the murderer. We must remember that a cold blooded killing is nothing short of that, regardless of time of day. The other part lies with gross mismanagement at the behest of Pat Donohoe, the worst and most incompetent PMG ever in the history of mail service. His cost cutting measures not only contributed to a loss of a life, it greatly reduced service, reliability and timely delivery nationwide. So eager was he and his henchmen to lay off workers that they refused to consider the ramifications, which is what we’re dealing with now.
But then Donohoe gave himself a huge bonus and raise, citing “futuristic planning”. What future? Trying to cripple the Service to make a five day service week because Issa wanted it? If he was so gifted with seeing into the future, why couldn’t he see what his idiotic decision making would do?
I’m glad to see carriers rally. This will help safety grievances, because we can prove delivering after dark isn’t just potentially dangerous, it’s potentially fatal. The PMG must be fired for this crime to have happened.

There is never a doubt that anything wrong with the post office is the fault of management. It is a business principle. Ill led workers produce ill conceived/ built/ designed etc products. It is always the bosses fault. Remember what Harry Truman said, “the buck stops here”. The bottom line is that there are many people on earth that work after sundown. They are in all work environments. Even if they do not deliver something, their trip to and from work may cause them to be outside of a “safe area”. I am not belittling the loss of this man, just saying that bad stuff happens no matter what you do. Yes, staffing cuts at the processing facilities like where I work directly affect when the carriers get their mail. I am a flat sorter operator. Management are stupid beyond words and we all know that. I am not siding with them, just saying that sh_t happens.
So, lsw and Jeff, if this carrier being out late, because the mail is late getting to their office, which is because of staffing cuts caused by mgmt at the various sorting facilities………………………………

I have been here 24 years and noone has to tell me that management sucks. If you were at my installation, there would be no doubt in your mind as to my opinion of them, and maybe not theirs of me! Still, in that 24 years my anti worker crap is based on observation. I may be in that category but never said otherwise. Over $15 an hour is very good in GA. I am immensely grateful for my union obtained wages and benefits.

His demise is because carriers are forced to carry a route and splits off daily vacant routes that management will not hire enough CCA’s to fill these vacancies. …..this disgusting bad behavior by management is going on across the country some areas are worse then others. ……carriers are forced to work 6 days a week and some are forced to come to work at later start times with an over burden work day……its crazy and insane and management insists that there’s no mail……these unfortunate killings will continue and more accidents will happen to carriers as they are continued to be forced to work in these dark late hours an are unfamiliar with the area’s they are forced to carry extra territory. ……God Bless this young man who reported to work to do his job…
I am sorry for his death and hope the perp is executed but it is not solely the fault of the post office even though they initiated the cause of his death. As for the wage rate, he could have been killed for the same money as a top paid carrier and been no less dead. Wage rate has nothing to do with him being killed or making the job any less dangerous. Many, many people in this country would love a job making as much as he was making.
Mismanagement of work schedules contributed to this tragedy, but it’s odd that CPWU does not even mention placing any blame on the criminal who pulled the trigger.
