There has been a lot of interest in the recent Memorandum of Understanding (MOU) between NALC and USPS regarding “Holiday Carrier Assistants.” The agreement allows USPS to reemploy retirees as “Holiday Carrier Assistants” during the four week December period as operationally necessary.
First of all, the agreement is not totally new. USPS and NALC signed a MOU several years ago on ‘Holiday Carrier Assistants’ (minus language on reemployment of retirees) effective December 2014. However, NALC allowed USPS to utilize the agreement in December 2013.
Holiday carrier assistants are subject to the following:
• The hourly rate will be the same as that for City Carrier Assistants.
• Over the course of a service week, the Employer will make every effort to ensure that available city carrier assistants are utilized at the straight-time rate prior to assigning such work to holiday carrier assistants working in the same work location.
• When an opportunity exists for overtime full-time employees on the appropriate Overtime Desired List will be selected to perform such work prior to assigning holiday carrier assistants to work overtime in the same work location where the employees regularly work.
Some readers are concerned about losing part of their annuity if they accept reemployment. Well, there is no need to worry.
“Previously, all federal retirees reemployed by the federal government, with very limited exceptions, had the amount of their annuities deducted from their federal earnings.” The National Defense Authorization Act (NDAA) for Fiscal Year 2010 gives the head of a federal agency limited authority to waive the offset requirement for reemployed CSRS and FERS retirees.
In short, for Postal employees, the Postmaster General has “the authority to reemploy federal retirees” without the offset for up to:
- 520 hours during the 6 months following the date the individual’s annuity begins.
- 1040 hours during any 12-month period; and
- A total of 3120 hours .
Hey wtodd….. You should go back and work a day. Case your route and once you hit the street. Call back to the station and say you quit… Then you can scream back at her and call her every name in the book.. She can’t do anything to you since you’re officially retired and collecting your pension..
The first post is exactly right. Management will probably screw up your annuity. Only a fool, is right. They will take advantage of you in every way possible. My former postmaster was horrid to me the last couple of months before my retirement. She was a jealous, scheming witch. NO WAY DO I WANT TO SEE HER FACE AGAIN.
After getting out of the Postal Service, why would any one want to go back? The employees are treated so badly, like dirt! The employees are shown nothing but contempt! The Postal Service didn’t pay out 100million in arbitration awards in 2012 just to be nice to the employees. The Postal Service didn’t have that employee in ST. Louis charged as an terrorist just because of a safety issue just to show how kind they are!

Only a fool, would trust postal mgmt. not to screw this up for a retiree, especially the annuity part.
