This jointly-developed question-and-answer document (M-01802) provides the mutual understanding of the national parties on issues related to city carrier assistants (CCAs)—the new classification of letter carrier created by the January 10, 2013, interest arbitration award that set the terms of the 2011-2016 National Agreement. The parties are still in discussions on several other issues concerning CCAs. This document will be updated when agreement is reached on other issues concerning CCAs.

  1. Can a supervisor not award a cca the following week holddown if the schedule already been made? I’m asking because I was on a holdown but the regular came back to work today. (out on injury so he walked in without any warning) Due to him being out on injury and since I didn’t know when he might come back I would request a hold down every week so I can move on to another assignment..He walked in this morning so I was wondering do I get that holddown since I have the most seniority or do the supervisor give it to another cca because they had already made the schedule out? (This holdown started today with the regular carrier out on vacation)

    Only suppose to be for 5 years. Second of all whoever
    Don’t like the 15 dollar a hour job then don’t apply it’s plenty
    Of people that will knock you down for 15 dollars a hour

  3. the arbitrator awarded 16 dollars an hour because the union said how about 20 an hour and the post office came back with 12 an hour and the arbitrator met in the middle at 16 an hour. the union should have never taken 12 an hour as a serious offer. they should have said come back with something realistic instead of taking that as a legitimate offer.

  4. It has now come to pass that through arbitration(NALC, NMHU) and agreement(APWU) that the frame work is now in place for a transition to a transient work force…Postal wide.

    Way to go Goofy…you are the mental midget everyone thinks you are!

  5. The Union is Us workers and many of us do not attend
    Union meeting to voice your dissatisfaction with the contract.
    I have 31yrs plus 3 yrs military time for total of 34yrs.I am under CSRS and can retire at 55yrs.I am totally dissatisfied
    with the arbitrator award especially about CCA’s salary and
    future hiring.It will b difficult to get good quality people with
    the salary and no future of a fulltime job. I’m sure that mgt.
    will eventually want to increase the % of CCA’s as time goes on so it will take year to b a regular in the future.I suggest all
    carriers attend the Union meetings and start fighting instead of complaing about the Union doesn’t do nothing because U R talking about yourself.WE R THE UNION AND IF WE DON’T
    ALL FIGHT WE WILL B LIKE THE TITANIC!!!!
    LETS NOT LET THAT HAPPEN!!!
    STAND UP AND FIGHT INSTEAD OF COMPLAING!!

  6. to the union bashers out there. if issa has his way, all carriers will be earning $15.00 per hour, with no benefits. you might have a beef with the union but see where you are without someone fighting for you.

  7. Andrew, your the one with wrong facts. First off its 16.25 and that’s only for the people who have been te’s. Its almost a 6 dollar paycut and its 15.00 for the new ccas and its a kick in the face to the te’s that have already put in 7 or 8 yrs. To have to do another 12 and change yrs to get topped out.

  8. Due’s? Who pays dues? I wouldn’t give those worthless union’s a single dime, all they do is line their pockets off your work!

  9. First off I believe it is 16.50 an hour to start. And in 12 Years and 4 months you would reach the maximum which is what it took all of us to do. Secondly, we did not negotiate this. It was awarded by an arbitrator. We would never have negotiated for a lower starting salary. Do what you want but get your facts straight.

  10. why should i be a cca, walking outside in the rain, snow and heat for only 15.00 a hour? im a pse now making 14.89 but i work most of my shift at night so its more like 16.01 get your union together and rasie the starting pay rate.
