NAPUS: Another Issa Postal Proposal To Be Considered

napusHouse Oversight and Government Reform Committee Chairman Darrell Issa (R-CA) is floating a new postal proposal this week, and he intends to put before his committee on Wednesday morning, May 21. Unlike the previous Issa attempt, which replicated President Obama’s postal plan, the latest Issa draft bill would simply phase-out door delivery and replace it with curbside, sidewalk, or centralized mail delivery. The bill, which has yet to be introduced, would establish a preference for centralized mail delivery, and would target 1.5 million delivery points for conversion by the end of 2024. In addition, the bill would direct the USPS to establish a “Voucher Program” to defray postal customer expenses, attributed to moving their mail receptacles to the curb or sidewalk. In addition, the proposal would authorize the USPS to establish a Postal Regulatory Commission-approved fee that would be charged to mail customers who want to continue door-delivery.

Also, Chairman Issa has scheduled a committee hearing for Thursday morning, May 22, on the topic of postal innovation. The Postal Service, the Postal Service Office of Inspector General, and a number of private companies that market postal products have been invited to testify.

  1. If conversion to curbside was all that was in the bill, that would be one thing, but as anybody who ever follows Congress, no bill is ever simple. There will be earmarks or some other crap buried in the text. The unions won’t like it, but frankly if that is all the Service did, convert all city routes to curbside, the injuries to carriers would dramatically drop. Plus, bad weather would be more tolerable in an LLV with a heater to counteract the bitter cold a little. Too bad those damn trucks get so hot in the summer. Walking routes are cooler than driving routes when it gets really hot.
    If customers are forced to pay a fee for front door service, it should be waived for our hardship cases. I think Issa is out to kill the Service, and I will be glad to see his term as Chairman of the House Oversight Committee expire at years’ end.

  2. He needs to go back to selling security systems. He will be replaced in january 2015 as his cushy position is about to end. The guy has no middle ground then he wonders why he can’t get anything passed. Everytime he has a postponement on one of his bills it’s because he does not have the votes needed to pass. The guy needs to get closer to the senate version to pass something and he is unwilling to do this. He will leave the postal commission as a total failure because he is just too stubborn.

  3. this Issa guy is a total A-whole and is TOTALLY out of touch with our NATION’S work-force.. Why can’t WE THE PEOPLE take all his WAGES and BENEFITS away from HIM and all the other Senators and Congress Reps??? They keep telling US (U.S. CITIZENS) what THEY think should happen.. Why can’t WE the MAJORTITY tell THEM what’s going to happen???
    WE work day-in-day-out!! Our Representatives work and show up when they want (as long as the VOTE helps them)… I wish I could have LIFETIME HEALTH and FULLY PAID PENSIONS after only 4 to 8 years of service.. And I’d like to have the benefit of voting my own RAISE…
    What’s up with OUR Country??? Have “WE THE PEOPLE” lost all control??

  4. Wrong Al,the Republicans are the majority on his committee so he can pass any lame brained bill he wants through there,the problem is he will not work with the Democrats or even other Republicans who don’t think like him,so his stupid bills never get to the House floor.

  5. too little to late. mailmen have been saying this for years. but who listens to us? still no early outs for carriers because no one wants to do what we do including management which is why they get off the street!!

I wish Congressman Issa and the rest of the ” Do nothing Republicans” would put this much energy and time to fix our economy, create jobs, prevent the TPP from passing, kill the Keystone Pipe Line, approve unemployment compensation for Americans, climate change, etc… I wonder if Issa is helping his constituents in San Diego and the rest of California with all the wildfires and the worst drought in 100 plus years. Tons of homes were destroyed and lost in the fires. I wonder if Issa is sponsoring a bill for Relief money for his people he represents???? Probably not!!!! That’s not a priority in his cuckoo head, helping Americans. And I wonder why Americans keep voting for Republicans??? They don’t care about the everyday people in America. Just the SUPER RICH!!! Koch brothers and the 1%…

    Are you out of your mind??? There is no way that established ‘park & loop’ routes will convert to NDCBU or curbline delivery!! Those customers, who by the way are predominently the elderly, will get their congressmen involved and will continue to receive mail at their door, without paying a fee.

    We’ll have no mail left by then. All that cost to put up cluster boxes!!!
    Let UPS, Amazon, FedEx, Google, DHL, OnTrac pay for it. They’ll be the only ones delivering anything.

  12. Best plan he has come up with yet. Now he is using common sense. Just might be less dog bites , slips and falls,which could save on sick leave. And it only took him about 3 years to think that up.
