NAPUS: Postal Markup “Take 3″, and Bitter-Sweet Budget Agreement

napus r eagle logoOn Wednesday, Senate Homeland Security and Governmental Affairs Committee Chairman Tom Carper announced that he would take another crack at bringing S. 1486, the Carper-Coburn postal reform bill, to a committee vote. The scheduled date for the committee markup is Wednesday, December 18 — only one or two days prior to the year-end congressional recess. In addition, on Thursday evening, the House passed a “budget agreement” by an overwhelming 332-94 vote that spared current NAPUS members any budget hits. At the same time, the agreement provided NAPUS members with an additional FEHBP enrollment option, self-plus one. On Wednesday, Senate Homeland Security and GovernmentalnAffairs Chair Tom Carper (DDE) notified his committee members that S. 1486, the Carper-Coburn postal reform bill, is scheduled for a December 18th committee “markup”. However, a contentious Wednesday committee vote on the nomination of a Department of Homeland Security official may complicate committee action on the bill.

Next week, the Senate intends to break for the year; so, Chairman Carper and Ranking Republican Tom Coburn (R-OK) need to resolve multiple outstanding issues between now and Monday, in order for the bill to move forward.

If all goes as planned, Senators Carper and Coburn will unveil shortly a “managers’ amendment” as a substitute for S. 1486. Nevertheless, a manager’s amendment could be offered by just Chairman Carper; that is, absent the co-sponsorship of Senator Coburn. The managers’ (or manager’s amendment), as well as all other amendments must be filed with committee by 5:00 PM EST on Monday.

The release of a managers’ amendment is pivotal to the conduct of a markup, because there are problematic provisions within S. 1486. Whether, or not these provisions remain in the text, will set the tone for the committee proceedings. In addition, it will be important that members of the committee be able to review the managers’ amendment in a timely manner, because that is the document that will be amended, not S. 1486, as introduced.

NAPUS expects that the managers’ amendment may attempt to address such thorny issues as improving the coordination of postal retiree health benefits with Medicare, thus helping to resolve the postal retiree prefunding issue. NAPUS is extremely attentive to the contours of any change to current law that impacts employee and retiree benefits. In addition, the managers’ may propose a compromise between granting the USPS Board of Governors almost unilateral rate-setting flexibility, which is now included in S. 1486, and a more postal-friendly rate index.

  1. I don’t know who you are putting in your 2 cents worth which is your right but you don’t know your ass from a hole in the ground. If you were carriers you would know they work Sat, union or not unless it is their day off which in most offices is once every six weeks with a rotating schedule .Nothing irks me more than a bunch of hacks who don’t know what they are talking about. Why do you always blame the real workers and not the management lazy asses.

  2. Follow up on other post, ask yourself does the union rep in your office work Saturdays? My guess is no way, unless it’s their day off…I imagine that in DC you would have a hard time finding a Union official, hell I bet you couldn’t find one after lunch on Fridays.
    Just like Management at all district offices, they all bug out on Friday afternoon. (without using leave because they are exempt employees) Bargaining employees are expected to account for every second they’re on the clock, management and the Union hacks have no clock…the workers are carrying both groups on their backs, in in the meantime killing the Postal Service.

Unions are selling out the future employees, (recent reduction in pay for CCAS from 20+$ down to $14per hour) increased retirement contributions, increased health benefit contributions for new hires…What won’t the Union give up to maintain Saturday delivery…There should be all hell breaking out about carriers working in the dark…Where’s the Union outcry…nada…they’re only concerned with mantaining dues paying headcount…..IF I WERE A CCA I WOULD THINK TWICE ABOUT JOINING A UNION THAT SOLD ME OUT….TRUTH IS ALL THE CCA’S WOULD BE CAREER CARRIERS WITH THEIR OWN ROUTE IF THE UNION HAD EMBRACED THE EARLY OUTS ASSOCIATED WITH THE ELIMINATION OF SATURDAY DELIVERY
    . .ALMOST ALL CARRIERS ARE IN FAVOR OF A FIVE DAY WORK WEEK WITH SATURDAYS OFF….ONLY THE UNION HACKS ARE BLOCKING IT FOR THEIR OWN SELFISH REASONS

You have never been a carrier or you couldn’t say that. If you say you were you are either lying or were fired or are a member of the lazy ass no brain, can’t think for yourself tea party.

  8. I am homeless and unenployeds RUSSIAN werker, i depends on my SDWNDICHES to survived in the Siberian wildurness area (bakk streets of KIEV/MOscows).
    If it wazn’t for peoples to gives me Sahnwciches, I woulds be starving, and when i starving, I get to muchs gas, and has/have to excretes my gas through my pie holes (russians have to/or 2 pie holes), well, at least the Kosacks have to pies holes…..

    Soons comings out to youe Moscow streets, Russian Sandiches…thr sectre infrediant is Vodca,, as is, its always the suace that makes the sndwcihes,, NO ?

John Long ISland is apparently a former carrier who was so lazy he either didn’t want to do the job or couldn’t, subsequently got into management and thought all other postal or union employees were as lazy as he is. I’ve seen it so many times over the years. Either that or he is just a lazy ——- who is jealous of employees earning a living, decent wage which they deservidly earn. Fedex, UPS drive around in their trucks, much safer than carriers walking their routes to say the least. And yes John, many carriers still walk their routes. Its ignorant people like you and the people who want to privitize the postal service that will cause the demise of USPS if they have their way, which I am sure would please you.

Get those pathetic union fools to work and watch numbers and productivity increase….Slowdown is not the answer…You always worked in the dark, in the winter time, when the clocks changed…Also UPS and Fed Ex are working all the time in the dark and there is no outcry there…Next time you see a UPS or FED EX worker ask them…If competion does it then we should too….Too many lazy, pathetic, non caring workers in the USPS…You all know who they are, we have them in every office..We need to come together to save the USPS…But the union divided us because they need issues so they can look important…23.44 a paycheck is not worth it to me…The Unions are the Demise of the USPS…&%*k the Union

    When I started 25+ yrs ago it was very rare to work after dark now it is common place. The NALC should make this a priority and stop this madness. I heard Greenwich CT carriers where out till almost 12am recently is that a professional organization? I think not. Come on Fred STOP THIS NOW BEFORE SOMEONE ELSE DIES!!!!!!!!!!!!!!!
