PRC Ruling: One More Week To Prove USPS is Violating Service Standards

apwulogo213In a ruling responding to a complaint filed by the APWU, the Postal Regulatory Commission (PRC) issued an order [PDF] on Nov. 27 giving the APWU two weeks to submit additional evidence that the Postal Service is regularly violating its own mandatory service standards. (Order No. 182, Case No. C2013-10)

The APWU complaint alleges that the Postal Service’s failure to comply with its overnight delivery standards for first-class mail and periodicals is denying the APWU and its locals — as customers — as well as other mailers, the level of service required by USPS regulations.

The PRC Order requires the APWU to describe the violations and the evidence it intends to demand from the Postal Service to prove those violations “with greater specificity.”

APWU Executive Vice President Debby Szeredy called on locals to provide evidence of management’s failure to meet service standards. “Please send information as quickly as possible,” she said, “so that we can demonstrate the disastrous effect consolidation is having on mail service.”

In two other aspects of the case, the PRC Order dismissed for lack of evidence APWU claims that the Postal Service has implemented a new network plan without seeking PRC review and that the USPS is denying rural areas service that is being provided to more urban areas

  1. I’ve worked in what was formerly called the “nixie unit”. I personally see, on a daily basis, how management’s obsession with the “numbers” associated with automation of mail has created a madhouse. The same mail is being run thru the machines up to twenty times causing consistent delays in delivery. Unofficial processing changes have caused clerks with 20, 30, 40 years of service to be confused as to how mail should be handled. Letters with incorrect or missing zip codes are routinely classified as “undeliverable as delivered” and sent to the Mail Recovery center in Atlanta. I know that divulging such info may not be in my best interest, but I do so in hopes that someone will listen!

    Our leaders reaction to this PRC decision? “Locals help us out!” Should have done this work before going to the PRC

  3. Big F’ing deal…people are getting their pizza coupons in 2 days instead of 1? Really? We are no longer a necessity, and it’s about time people start realizing this simple fact. All we do is deliver advertisements.

  4. Lets try 35 post cons of mail for the SPBS not processed on Tuesday because the plant manager didn’t want to run two machines on DIS. Took 3 hrs to process mail that was left behind before Wednesdays mail was started.

  5. Illegal, unethical and absolutely immoral describes eas/mgmt. to a tee.

  6. in South Dakota the PM trucks leave before Rural route carriers are back, thereby making anything mailed by a rr customer a day late before it even starts its processing journey. It is illegal, unethical and absolutely immoral.
