President Signs Into Law FY 2018 Budget Bill — No Postal or Benefit Hits

On Friday, March 23, as Congress was leaving the Capitol for its two-week Easter/Passover Recess, President Trump signed into law H.R. 1626, the Consolidated Appropriations Act of 2018. This legislation funds the government through the end of the current fiscal year.

UPMA was attentive to any attempts to use this bill to cut postal employee and retiree benefits.The legislation did not include such provisions.

Although the 2,149 page bill included a variety of substantive “policy riders,” an attempt to attach postal reform legislation to it was abandoned. However, H.R. 1626, as enacted, includes a number of provisions that relate to the Postal Service. In addition to providing $58 million to reimburse the USPS for mail for the blind and overseas voting, H.R. 1626 provides $94 million for monitoring the illicit importation of opioids though USPS international air mail facilities.The appropriations bill also includes such perennial postal provisions as the prohibition against using appropriated funds to close or consolidate rural and small post offices, and the prohibition of reducing 6-day residential mail delivery.

As mentioned in the Legislative News post of March 23, UPMA is supporting a resurgent effort in the Senate to take up postal reform legislation. S. 2629, the Postal Reform Act of 2018, is pending on the Senate calendar.

  1. For the employees that think Donald Dump won’t harm them just look at how the Ratpublican led states are trying to cut retirement , pay, and health care. Look at W. Virginia and Kentucky The fearless leader wants to combine sick and annual leave together. Plan would cut 10 to 12 days off each year from federal employees! Of course workers don’t mind giving up benefits while the rich get to hoard more money. Workers today know their place, it’s in the chain gang.

      ideas make our world stronger not weaker. I agree that it is foolish to
      believe that life is anything short of ongoing battles to protect what is
      right. In politics we used to have people who were called moderate because they where open to common sense. We in our problems do need a way ahead for the good of all.

Oh wait, this is the same thing we heard for the last budget bill- Nothing changed with our benefits nor will it next bill either….. Nothing but a game to get our PAC $

  4. Thank the President for showing the workers of USPS some respect in regards to their
    pay or retirement. USPS has many pressing problems that will need to be addressed.
    Common sense and civility are the only real way forward. The EEOC Decision is a
    prime example of how abuse is always a losing approach. What ever happened to
    leaders at USPS leading by positive example?. This business hasn’t lasted over 200
    years without honorable workers who service the public with great pride!.

  5. Guess we can breathe for a few months. In this Congress and with the criminally stupid president we have, doing nothing to the USPS budget is about all we can expect. Watch out in the future though, as we fed employees are always under a very unfair and discriminatory microscope because those tyrants in the GOP seem to think we should be made examples of for their rich bastard big business and financial institutions should adopt. And since the four unions are still relatively strong, that really pisses off the Republicans.
    Maybe the midterms will have an unexpected surprise with a huge party majority shift, especially since the GOP is totally indifferent to the plight of our students, hell, everybody who gathers at concerts, sporting events, malls, etc. as more and more sick shits go on the rampage with the NRA terrorists supporting their access to assault weapons.
    With the GOP being the legislative terrorist branch of government, there is a very good chance a lot of otherwise uninterested voters are going to show up in droves, and it’s a possibility I’ll bet the Republicans are privately very very worried about. Getting Democrats back in control of either the House or Senate will be an effective buffer against the Idiot-In-Chief should he even survive his term without getting impeached and convicted. It will help the USPS as there won’t be as many thugs trying to destroy it, the lives of the employees, and retirees.
