On Feb. 11, 2015, the Government Accountability Office (GAO) will release an update to the High Risk List, an inventory of government operations vulnerable to fraud, waste, abuse and mismanagement.

Every two years at the start of a new Congress, GAO calls attention to agencies and program areas that are high risk due to their vulnerabilities to fraud, waste, abuse, and mismanagement, or are most in need of transformation.

The House, Senate Committee leadership and GAO Comptroller General Eugene L. Dodaro will hold a joint press conference prior to the start of the hearing at 9:15 a.m. ET.

The Homeland Security and Governmental Affairs (HSGAC) Hearing “Risky Business: Examining GAO’s 2015 List of High Risk Government Programs” will begin  at  10 a.m. ET.

In 2013, GAO recommended  these actions to get USPS off the high risk list:

Congress needs to approve a comprehensive package of actions to improve USPS’s financial viability by
(1) modifying its retiree health benefit payments in a fiscally responsible manner;
(2) facilitating USPS cost reduction so that USPS can reduce excess capacity, consolidate its networks and workforce, and close redundant facilities; and
(3) requiring any binding arbitration in the negotiation process for USPS labor contracts to take USPS’s financial condition into account.

USPS needs to continue taking action to reduce costs related to its operations, workforce, and facilities as well as increase revenues so that it can eliminate its net losses, repay its debt, and generate capital for investments, such as replacing its aging vehicle fleet.

  1. There many ways the USPS can turn things around. Streamline delivery, boxes on the street where appropriate, when houses are too far off the street and too far apart. Cluster boxes for ALL businesses, strip malls, and bigger malls. There is so much wasted time delivering to each individual business, especially here in the northeast with so much bad weather. This also can curb carriers from lounging around these places in order to get unwarranted assistance delivering their mail. Discontinue micro managing every minute of the carrier’s day. Develop routes where the carrier comes to work, delivers “their own” mail and goes home, without having being timed. Too many carriers stretch their office time in order to get someone else to do their work. I guarantee, most carriers will deliver their own mail in reasonable time without the threat of having to do “others” work. Some days will be lighter, some will be heavier, but if the USPS did away with timing everyone, it would prosper beyond belief, and service would be better. The “suits” of the PO don’t give a crap about anything except time. Eliminate the time issue and management wouldn’t harass some carriers into doing more work, while letting others do less. This would alleviate so many issues the PO is facing, but again, the “suits” that make the decisions, don’t have their heads on right. Finally, offer an “early out” incentive for those craft employees who are close, 5 years, of retirement.
