Senate schedules hearing on nominations of Miller, Crawford, Bennett, Kennedy to USPS Board Of Governors

carper coburnChairman Tom Carper (D-Del.) and Ranking Member Tom Coburn (R-Okla.) will hold a public hearing to consider the nominations of Hon. James C. Miller III, Stephen Crawford, David M. Bennett, and Victoria Reggie Kennedy to be Governors of the U.S. Postal Service on Monday, July 14, 2014 at 3:00 p.m. in room 342 of the Dirksen Senate Office Building in Washington, D.C.

Katherine Tobin who was also nominated for USPS Board of Governors in 2012  is currently a member of the USPS Citizens’ Stamp Advisory Committee

Stephen Crawford is a research professor at the George Washington Institute of Public Policy at George Washington University. From 2009 to 2011, he served as Vice President for Policy & Research at the Corporation for Enterprise Development, and from 2008 to 2009 as Deputy Director of the Metropolitan Policy Program at the Brookings Institution. Previously, Mr. Crawford was the Director of Social, Economic and Workforce Programs at the National Governors Association from 2002 to 2007 and Vice President, Treasurer, and Board Secretary of the National Policy Association from 2000 to 2002. Earlier in his career, he served as Executive Director of the Governors’ Workforce Investment Board for the State of Maryland from 1997 to 2000. Mr. Crawford served in the U.S. Army, including as an infantry officer in Vietnam, and he was awarded a Bronze Star. He holds a B.A. from Cornell University, a M.G.A from the Wharton Business School at the University of Pennsylvania, and a Ph.D. from Columbia University.

Political experience includes positions as president of the United Democrats of Frederick County (MD); elected member of the Frederick County Board of Education; and Democratic nominee of MD’s 6th Congressional District (1996). Crawford also served three years in the U.S. Army (airborne, ranger), one as infantry officer, Vietnam (Bronze Star).

As President-Elect Barack Obama named Stephen Crawford to his transition team for the United States Postal Service and Postal Regulatory Commission.

D. Michael Bennett is Senior Vice President of Information Management and Chief Information Officer of BAE Systems, a position he has held since 2010.  Previously, Mr. Bennett was Vice President and General Manager of the Enterprise Solutions Business Area of BAE System’s Information Solutions Line of Business.  He worked at Northrup Grumman, ultimately becoming Vice President for Contracts, Pricing, Procurement and Risk Management for Northrop’s Information Technology Sector in 1999.  From 1980 to 1999, Mr. Bennett practiced law in various positions with Northrup Grumman, EDS Corporation, and the U.S. Department of Commerce.  He serves on the Board of Visitors of the Howard University School of Business, Vice President of Duke University Alumni Association Board of Directors, and Chair of the Manna Ventures Board of Directors.  In 2012, he received the Minority Business Leader Award from the Washington Business Journal.  Mr. Bennett received a B.A. from Duke University and a J.D. from The George Washington University Law School.

vickikenVictoria Reggie Kennedy, of Massachusetts, to be a Governor of  the United States Postal Service for a term expiring December 8, 2016, vice Carolyn L. Gallagher, term expired.

Victoria Reggie Kennedy is an attorney and strategic consultant for VR Kennedy Strategies LLC.  She is also the co-founder and President of the Board of the Edward M. Kennedy Institute for the United States Senate in Boston.  She was appointed to the Board of Trustees of the John F. Kennedy Center for the Performing Arts in 2010.  She serves on the Board of Overseers at the Museum of Fine Arts in Boston, the Board of the National Leadership Roundtable on Church Management, and is a member of the Bipartisan Policy Center’s Commission on Political Reform.  She is on the Advisory Board of Houlihan Lokey, and previously was a partner at the law firm of Keck, Mahin & Cate.  Ms. Kennedy received a B.A. from Newcomb College and a J.D. from Tulane University Law School.  source: White House

James C. Miller, III is a Senior Advisor at the international law firm Husch Blackwell LLP. Mr. Miller previously served as a member of the Board of Governors of the United States Postal Service from 2003 to 2011. He was Chairman of the Board from 2005 to 2008, as well as Chairman of the Audit and Finance Committee and a member of the Governance and Strategic Planning Committee. Earlier in his career, he was the Director of the Office of Management and Budget (OMB) from 1985 to 1988, and the first Administrator of OMB’s Office of Information and Regulatory Affairs. Mr. Miller served as Chairman of the Federal Trade Commission from 1981 to 1985. He is a member of the Board of Americans for Prosperity and a Senior Fellow of the Hoover Institution at Stanford University and the Center for Study of Public Choice at George Mason University. Mr. Miller received his B.B.A. from the University of Georgia and his Ph.D. from the University of Virginia.

Governor Miller was named a governor of the U.S. Postal Service by President George W. Bush through a recess appointment on April 22, 2003, and confirmed by the U.S. Senate in November2004 for a term that expired in December 2010. However, pursuant to 39 U.S.C., Section 202(b), a governor may serve up to one year beyond the expiration of a term or until a successor is appointed. He served as chairman of the Board of Governors from January 2005 to January 2008. He currently serves as chairman of the Audit and Finance Committee and as a member of the Governance and Strategic Planning Committee.

Because of Mr. Miller’s repeated calls for privatizing the U.S. Postal Service, he has not been regarded as a friend of the postal unions. Mr. Miller has been considered “anti-union” over the years. His prepared statement to the Committee on Oversight and Government Reform on April 5, 2011 did nothing to change that view:

Red flag, Bennett was a VP of contracts with Northrup Grumman,which has had huge contracts and conflicts with the Postal Service over the bad machinery that they provided and in fact Northrup Grumman sued the Postal Service when they tried to terminate deal to produce the new generation sorting machines,beware of this guy!he may have an axe to grind.

  2. Nix Miller please, the guy is a privatizer of the P.O. in the first degree.
    Obama can come up with nominees for judges and this postal board that just don’t make any sense?????
