USPS develops facility ranking strategy to align staffing across entire mail processing network

>USPS continues operational efficiency initiatives As a part of its network optimization effort, USPS has developed a facility ranking strategy to align staffing across the entire mail processing network. Included in this strategy are processing and distribution centers, processing and distribution facilities, logistics and distribution centers, network distribution centers, international service centers and annexes.

New rankings and Executive and Administrative Schedule (EAS) staffing criteria went into effect Sept. 7. With these changes, USPS also will implement an organizational change process that could include a reduction-in-force (RIF).

Communications about these changes began last week. Managers will keep employees informed throughout the process.

As part of the effort to avoid a RIF, USPS is offering a Voluntary Early Retirement (VER) to field EAS employees at all locations, regardless of whether they’re impacted. An incentive is not a part of this VER offering.

VER eligibility is based on a Dec. 31, 2013 VER-effective retirement date. USPS will mail annuity estimates to VER-eligible employees the week of Sept. 16. VER-eligible employees may retire either Dec. 31, 2013, or Jan. 31, 2014. Requests for early retirement must be submitted no later than Nov. 29 and can’t be withdrawn after that date.

  1. Parcel delivery market is growing and will continue to do so. Need to operate as UPS and FED X as these companies revenue continues to increase as is reflected in their earnings. Postal service has too MANY HIGH SALARIED headquarter staph and EAS wasted/non productive employees that create NO return for the dollar investment paid.

USPS must continue operational efficiencies to maintain a form of existence as its use as the means of binding country as the communicator is fossilized history back in the 20th century before electronic messaging had been developed. Revenue can only be maintained through savings in eliminating former postal services that no longer are in demand. 5 day street delivery and failure to continue to close/consolidate small community post office are wasted cost as the monetary return is negative as neither provide services in demand. Politics, parties, and pressure groups such as craft and management unions have the USPS on a course to self inflicted destruction. Need to speed process for early out for EAS/PCES as new fiscal year needs further financial plans to reduce cost.
    Congress needs to quit playing politics and deal with reality in process of keeping a fossil alive.

Thanks NJ City Carrier, I think the USPS is going to do what they want, no layoff clause or not – I don’t feel the union can fight certain actions, such as a RIF – I feel bad for the carriers, no light at the end of the tunnel – not enough carriers to carry the mail as it is – but there was an article on here last month about possible early outs for the carriers – the PO wants all us old timers gone, so they can hire PSE’s and pay them half the money – it should get interesting in the next year!

The lazy, pathetic union workers are the problem…There are good union workers but mostly lazy in my area..My union area rep walks in and has no idea my name because I do my job and cause no problems. The guy who is late everyday and bangs in all the time get a hug…Thats the problem with the union they protect the workers who should be fired and those workers are not doing what the CONTRACT says….All crafts and management have people who do the wrong thing but everyone blames management….The unions seperate us more than bring us together…we need to unite not divide…So everyone who pays there dues keep wasting your money because when it comes down to it they can’t do abything, 5 day will happen and they can’t stop it…

    These bums, as dumb as they are, do realize how expendable they all are. Part of the reason they’ve ramped up their assholeishness towards us carriers even more, and as you say, the reason they’re after each other too.

    I’m *really* loving watching the latter, LOL ! They’re all acting like a deer caught in the headlights !

    They’re all trying to justify their existence. I hope they rif the lot of ’em.

  10. JoeBlow not to worry craft has no layoff protection if you have 6 years of continuous service. We can be excessed however. We certainly don’t have enough carriers that’s probably why there won’t be an early out for carriers. Also if you’re a vet or disabled vet you have more protection. We’re cut down to the bone, mgmt has felt no pain yet just look in your station at all the managers with clipboards staring at computer screens contributing NOTHING. Watch how they all turn on each other to save their worthless hides

  11. gman is correct they eat their own. You would think that front line supervisors wouldn’t be so dedicated or overzealous because they are thought of by the brass as a notch above craft. But it’s not dedication it’s fear which is what ALL employees face. Untill the USPS changes its archaic culture of fear and discipline (never gonna happen) this outfit is in the breakdown lane of the information superhighway

    All I know is Rif means layoff,and vera with no incentives that sucks.It is not the side I would want to be on. They don’t take care of their own.

  13. To Hunter who’s 30 years of experience as (probably) a manager is why we’re sinking like a stone. I have 28 yrs and I complain because the FACTS are there is no more fat in craft, we’ve been cut to the bone. Mgmt is still dragging us down. Any manager knows Carriers WORK hard because you spend your 2 hours of ” work” a day monitoring everything I do.The so called Carrier Slugs are FOLLOWING THE NEGOGIATED RULES agreed upon by both parties. I am accountable for EVERY UNIT I WORK are you?

  15. Retired1, you are a jerk. I am a “union slug” and have always had one of the longest toughest routes in my office because I get out there and do my goddamn job. I am branch president of my local NALC and the last thing I encourage is that my branch members goof off and make the union look bad. I don’t buy into the philosophy some union members do about getting maximum pay for minimum effort. Maybe from where you are, it was different. I can understand your insult if you were surrounded by lazy carriers.
    But I take great exception at your blanket assumption that all union workers are incompetent. What would you prefer, that we were non-union? You surely realize that nice pension you’re enjoying now as a retired postal employee is courtesy of the unions. But you’re probably like the other scabs I know – cheap, a management ass kisser and all around asshole who made working around you a miserable experience. If not, my apologies, but since you made a broad assumption, I’ll do it too.
    You wouldn’t have shit without organized labor, and you’re not adult enough to accept that reality. Like the scabs in my office, they want everything they can get off the wallets of their coworkers and run to me for the slightest perceived offenses. It’s people like them that make me wish we were a closed shop, or at least have the labor laws modified to be able to legally deny representation of any kind to any worker who will not join his or her union. You scabs can then set your own salary, benefits and pension packages, and when it comes to discipline, harassment, and other workroom floor problems, solve them yourself. Good luck with that.

  16. Retired1 sounds like a retired manager who retired from doing absolutely nothing productive. Check and recheck data of what the workers do. If you’re craft then you’re a scab who tried to cut deals, ran everything and cried when professional carriers took an hour and youh did it in 20 minutes.There are no incompetent carriers lets be honest you miss a scan they look for the highest tree. But there are plenty of incompetent slug managers and leech scabs

  17. The last time they offered VERA to mismanagement types with no incentive it was to a select group of 3600. ONLY 186 TOOK IT! These nonproductive overhead types won’t leave a job where you “work” for 2 hours a day. Offer VERA to carriers without incentives and watch the mass exodus. RIF these useless pieces of s#*t into the carrier craft (after all a monkey could do our job)

  18. The only staffing problems that exist are in the bloated, corrupt EAS ranks.

    Until those numbers are dramatically slashed, nothing will change.
