(September 7, 2014) In July 2014 the USPS Office of Inspector General (OIG) released an audit report on “City Letter Carriers Returning After 5.P.M.” in the Capital District.” Although the report addressed a growing problem of city carriers returning after 5 p.m. in USPS’ Capital District–it included the percentage of city letter carriers returning after 5 p.m. nationwide (fiscal year [FY] 2011 to FY 2013).

According to USPS OIG:
“In recent years, more city letter carriers have been returning from their delivery routes after 5 p.m. Safety concerns increase after dark and a number of recent incidents of violence against carriers have been reported in the media. Media have also reported that customers are unhappy when their mail arrives after dark. From fiscal year (FY) 2011 to FY 2013, the percentage of city letter carriers returning after 5 p.m. nationwide increased from 25 to 38 percent.”

“The U.S. Postal Service’s goal is for 95 percent of city letter carriers to return from street operations before 5 p.m. Meeting this target would ensure the Postal Service collects, distributes, and delivers the mail on time.”

    they think they can scare people into running, and yes some idiots do, but when they get hurt Management will be there to help along with a letter of warning etc…..
    Do your Job . Do it Correctly. and it takes however long it takes, it’s that simple !!!!!!

  3. This is what you get when you hire an MBA at the district level. You get a person who has no experience as a leader, a carrier, or managing a postal station. All they know is a Prato chart. Note I didn’t say they knew how to interpret this information. It has long been the practice of management being selected for management and promotion by selecting those who are yes people. Never hire anyone smarter than you are. He might take your job or ask the wrong questions and rock the boat. Mgt. never thinks that this is the person who will be moving up and now we are stuck with a dummied down leadership that is presently getting rid of all the value added doers and keeping the non-value added management type that only dictates and bullies to get things done, because they do not know leadership. Also, wouldn’t know it if it bit them in the rear. You want something done don’t dictate with force! Lead me, inspire me, and empower me. Why should I do my best for someone who doesn’t respect or appreciate what I and my co-workers do for the USPS and its customer’s. You can’t expect respect in return either. Your ineptness of leadership, understanding and forethought is why you can’t get carriers back before five P.M. Also, you can’t get ten horses of power out of a five horse engine, without destroying that engine. Supervision and upper level Management needs to get its head out of the sand. Remember what you leave exposed while your head is buried. Change your agenda from “ME” to what’s good for the company and its customers. Do you understand what is value added and non-value added in your management style and how to fix what is wrong without throwing the baby out with the bath water? I could go on and on but this is hopefully a start at putting the onus where it belongs. You manage things and procedures. You lead people. So, either lead, follow or get the hell out of the way of those who know how to lead people to success not failure.

When you have a management that uses it’s own system to evaluate what an 8 hour day is for a letter carrier and you set up road blocks to keep letter carriers from being able to refute managements assessment of their routes you will continue to have letter carriers out on the street in the dark and in harms way. This is a shame and a farce. Postal management is squeezing the workers and in the process are ruining the business and the health of it’s employees. Would be nice if all this colcpe money we’re throwing around could get some of our elected officials to look into this and actually do some thing to help us employees. I like to think that our elected officials in the NALC could put up a fight but they seem to be too busy and inept to do any thing that might alive the present situation.

  5. This is what happens when plants close that shouldn’t be. Your office gets its mail later, management pushes back the starting time for carriers and expects them to eat the time, i.e., carry the mail in the same time frame even though you are coming in 30 or 45 minutes later. Naturally that kind of intimidation doesn’t work because volume goes up and it still takes a certain amount of time to deliver a route, period. That includes snow and ice in the north and northeast, but management, in its usual stubborn refusal to accept reality, believes bullying will work, but it doesn’t, and as last winter showed us, carriers were attacked and one was murdered after being forced back out well after dark.
    Not even lost lives matter to the USPS. They will do the right thing only when forced to, so pressuring your congresspersons is the way to go. Now if only Congress would get off their dead asses and overturn the prefunding law and pass legislation that forbid the USPS from letting carriers be out so late. Some extreme northern areas have earlier nightfalls, but no carrier should be out at 7:00 P.M. and later.
