Updated: USPS notified APWU and Mail Handlers of its plan for involuntary reassignments in January 2015

USPS has notified  APWU and NPMHU of its intent to involuntarily reassign Clerks and Mail Handlers in the Pacific Area covering California and Hawaii.

This is to advise you of the intent of the ____________District to utilize the provisions of Article 12.6.C.5 of the National Agreement to involuntarily reassign __________ full-time mail handlers and full-time clerks from the craft and/or installation at the _________ bid installation.

San Diego District
San Diego – 50 Clerks
San Bernadino- 20 Clerks
Moreno Valley DDC – 10 Clerks

San Francisco District
North Bay – 31 – Clerks
North Bay – 15 Mail Handlers

Los Angeles District
Los Angeles – 162 Clerks

Sacramento District
Sacramento – 94 Clerks

From Fredric Jacobs, President, Oakland APWU Local #78 located in Oakland, California:

I have been notified that on or about January 17, 2015, fifty-five (55) full-time clerks are going to be involuntarily reassigned (Excessed) from the craft and/or installation at the Oakland bid cluster.

The notice also indicated that clerks were going to be involuntary reassigned from the following post offices: San Bernardino, Anaheim, Santa Ana, North Bay, San Francisco, Los Angeles, Honolulu, Fresno, Sacramento, and San Jose.

The impacted employees will be notified of their involuntary reassignment by letter.

According to the Postal Service, this action is being taken based on a “new 24 Hour Clock Operating Plan and improved efficiencies.”

Every effort will be made by the APWU to have the involuntary reassignments cancelled.

PR note: North Bay is a facility (P & DC located in Petaluma, CA) and not a city

  1. where is the actual letter? why are we being shown bits and pieces like its a lie and expanding?? These numbers without the actual letter are questionable and suspicious.

  4. ~ Mgmt. has not received a bonus or pay increase in 4 years.
    ~ Craft Continues to receive COLA & Step increases.
    ~ Craft continues to blame mgmt. for everything.
    ~ Craft relies on NALC & APWU to defend them when they refuse to do the job they are paid to do.
    ~ All Your TSP Belong To Us, you chose the post office! The post office didn’t choose YOU!! If you despise the job that much, go try to find work somewhere else making the money your making, with a GED degree!!

    STOP CRYING AND BLAMING MGMT!! DO YOUR JOB LOSER!!

  5. I’ll tell you about Maintenance. You will become letter carriers or custodians. Be careful with how you request moving. you could lose your seniority.but then in our case in Hickory.NC we had a level 9 going to a PO as a custodian. How do you think that made his co-worker Level 4 fill??? BE CAREFUL!!! people should start using E-reassign. GOOD HUNTING brothers and sisters.

  6. I feel the clerks’ pain, but reassignments are a harsh reality of life in an evolving Postal Service. I had my job abolished in the ’92 reorg. I know how it feels. I thought it was the end of the world. Folks were given the option – move from (e.g.) NY to GA or find work with another employer. We all had that one option and it is still available today. The unfortunate clerks and their union can beat their heads against the wall in protest if they so desire, but it will do them no good. If I were the union, I would make a lot of noise for appearances sake, but I would not waste a lot of money fighting a battle that cannot be won. It will all work out, hopefully for the better of the younger clerks. The world will evolve as it should, and we cannot stop it.
