The USPS on June 10, 2014, published a Sources Sought notice concerning ³CDF, TOP, STC Services,² which it said was to ³solicit responses from interested suppliers to determine which are capable of providing the potential services described for the following type of material handling services: Consolidated Deconsolidated Facilities (CDF) for Standard Mail; Terminal Handling Services Optimization Program (TOP) for First-Class Mail Networks Programs; and Surface Transfer Centers (STC). The USPS in its notice listed 18 CDF locations, 10 TOP locations, and 4 STC locations. The due date for responses was June 25, 2014.
The USPS in its notice described its CDF, TOP and STC facility concepts as follows:
€ Consolidation Deconsolidation Facility (CDF): operation is to consolidate or deconsolidate mail volume to/from a bed loaded form into trailers to/from the host National Distribution Center (NDC). The mail volume traveling on the CDF network is primarily Standard Mail and Parcels. The following general functions of loading/unloading trailers, transferring mail from one trailer to another trailer, mail separation by type, size and shape, record keeping, and electronic data submissions, are critical to success. The CDF supplier shall implement an integrated material handling system that provides the required services in accordance with the terms and scope of the
contract.
€ Terminal Handling Service Surface Optimization Program (TOP) Facility: services are to T-Stack or unload a TStacked container of mail volume to/from a brick-layed form into Postal Service empty equipment onto trailers to/from the identified Postal facility serviced by the THS-Surface Operations Facility.
The mail volume traveling on the TOP network is primarily First Class Mail and Small Parcels and Rolls (SPRs). The following
general functions of loading/unloading trailers, transferring mail from one trailer to another trailer, adhering to required
separations, record keeping, and electronic data submissions, are critical to success. The THS-SOF (TOP) supplier shall
implement an integrated material handling system that provides the required services in accordance with the terms and scope
of the contract.
€ Surface Transfer Center (STC): provide a terminal link for the continued on-time delivery of mail routed through the postal surface transportation network. The supplier should provide terminal handling services for loading and unloading of mail or freight, mail drayage, mail sorting, maintenance and repair of terminal handling equipment, and upkeep of the STC facility as specified throughout the statement of work.
