August 31, 2015 CARNEGIE, PA (KDKA) — A delivery snafu with the U.S. Postal Service this weekend had one neighborhood confused as to what happened with their packages and when they saw where the boxes were, some got pretty irritated.
The townhouses have their mailboxes grouped in two locations, so when people saw at least a dozen packages laying out in the open this weekend, it raised some concerns.
Kaitlin Clark said, “I just saw that there were a bunch of packages lined up underneath the mailboxes here. I was surprised that they would do that because it can be stolen.”
Many of the packages are from Amazon Prime, which guarantees one-day shipping.
Typically the boxes arrive at the customers door, so seeing them underneath the mailboxes set off some alarms.
Some connected to the homeowners association were angered and took pictures wanting to file a formal complaint with the Post Office and Amazon.
The Greentree Post Office is responsible for the deliveries made to the Carnegie neighborhood.

Looks like the Postal Service will need to revisit cluster boxes and replace them with parcel sized slots for every delivery address to hold book sized parcels and use parcel lockers for oversized items. In this case the excess parcels that could not be delivered because the rest of the parcel lockers were used would have to be returned to office and a 3849 left. The way the neighborhood boxes are set up I doubt if many carriers could find the physical address within a reasonable amount of time to deliver each of these parcels. Besides, which company will get priority to the parcel lockers, first addressee or the company with most business to lose?

They got rid of all door-to-door deliveries for new houses, added to each route to maximize each route to 8 hours, 10 minutes and do not allow for deviations (because parcels apparently don’t take any longer). If I was working, I’d deliver to each house (as I’m supposed to) and ask for overtime (assuming every parcel locker is full and/or broken). But you can’t have your cake and eat it too, i.e., save money on labor by grouping deliveries, but not want to pay extra to deliver the packages that must still go to each door (but still collect money from the shipper), and have CCAs carry even more overtime and make it back early to do collections.
(Not condoning what was done in this story in any way, unless they were explicitly told to do so, and I wouldn’t be surprised if they were.)
Sorry chuckwalla, our orders from management are exactly what I posted earlier. I’m not defending it, just telling what was dictated to us. All Amazon packages are to be left and scanned delivered. The only other acceptable scan is “business closed”. In fact, the supervisors now cannot go home until all Amazon packages are scanned either delivered or bus. closed. Yes, ideally at the door or somewhere more secure. However, we were told in no uncertain terms we are to even leave them in them in apartment entryways. I’m not saying I agree with it at all. Just explaining what the orders are. This ONLY applies to Amazon packages, which many in this story are not.
As a professional carrier I have tried to do the customer service way. Seeing these pictures when package are left at cluster boxes is the work of the new be’s. the CCA’s at taught to scan all packages delievered before they leave the office. Our policy at our station is to deliver all packages to doors. If apartment complex has mailroom and the apartment complex needs a key to get into lobby we can put them under the mailboxes. I like to deliver door to door and with the security of Amazon they are taking on if something is stolen or not. These that upper management and Amazon need to work on and have good policy in place so that everyone is on the same page. These pictures disturb me because it shows that management at the local levels are tell the newbe’s hurry up. It should not take you that long. This is the fault of the local managers pushing the CCA’s. That is ashame………….

We get contradictory orders all the time. Last year around Christmas we were told to leave notices if someone didn’t come to the door, period. Now, Amazon, who will rule the Postal Service, wait and see, complained and demanded they be left so now the order is to deliver them. There’s a few spots on my route where I will not leave packages because frankly most of the route is a slum, but with those orders changing all the time, good luck disciplining anybody. What do you bet supervisors told the carrier to leave the packages on the ground? Of course they won’t admit it.
Why didn’t the carrier just use the parcel lockers? What were they thinking? Security issue solved!
That’s how we trained our CCAs ” Leave If No Answer” and ” No Signature Required”.
What amazon wants is one thing but the postal service has guide lines to abide by. No parcels should be left in an unsecured location. Yes. Packages can be stolen off someone’s door step but less likely. Those packages there should have went to the door. Not set on the ground at the cluster box. Yes it would take more time but thats irrelevant when considering customer satisfaction. The packages portrayed are not and should never be the norm. Those carriers that do this put the postal service in a bad light. Ultimately it’s at the carriers discression as to what’s a secure location. But I’m sure on the ground at cluster boxes is no it.
we are instructed per MANAGEMENT that Amazon states you leave the package there, you do not bring it back no matter what. Is it in a bad location? absolutely , it could be taken to the door. this is not the fault of a cca this is the fault of postal management forcing carriers to make a time and good numbers for a “percent to standard” bonus!
What Mr Nader? Yes leave the packages but AT THE DOOR not AT the boxes. I even see unused parcel lockers in the picture. Damn lazy and/or stupid CCA’s, the lack of training and job comprehension is giving all carriers a black eye. The CCA who uses my LLV on Sundays puts the tire choc block in front of the front wheel on the uphill side. Sigh…………………
That’s what Amazon wants done with these packages. If they get stolen, Amazon says they will replace them. All part of the “same day delivery” program. No notices are to be left, Amazon wants the packages delivered no matter what, including being left in unsecured areas such as unlocked apartment building lobbies. Bottom line is “THESE PACKAGES ARE TO BE DELIVERED, NO IFS, ANDS OR BUTS!!”
