PMG Pat Donahoe has announced the appointment of Tom Marshall as the Postal Service’s new general counsel and executive vice president.

Marshall will succeed Mary Anne Gibbons, who announced her retirement last month. He currently is serving as the Postal Service’s deputy general counsel and will assume his new duties — including joining the Executive Leadership Team — on May 4.

For the past four years, Marshall has managed the Law Department at headquarters. In that position, he supervised legal teams that represented USPS on several high-profile issues, including the Network Rationalization Plan and the Post Plan. He joined USPS in 1995 as an attorney in the Eastern Area Law Office and served as managing counsel (field) in St. Louis; managing counsel, Capital Metro Law Office; and managing counsel, Civil Practice at headquarters before being named deputy general counsel.

Marshall is a graduate in political science from Villanova University and received his Juris Doctor degree from the University of Pennsylvania Law School. He completed the Advanced Management Program at Harvard University in 2007.

Donahoe expressed confidence in Marshall’s abilities to help USPS. “I know I can rely on Tom for his contributions to our numerous cross-functional efforts, including key DRIVE initiatives,” he said. “The Postal Service also can count on his ability to balance resources and to manage multiple strategic projects simultaneously.”
