Postal Service vows to move ahead with closures of Petaluma, Eureka plants

Despite harsh words from a congressman and pleas from dozens of residents and business owners, the Postal Service remains intent on closing two processing centers affecting the mail service of hundreds of thousands of North Coast residents.

Postal Service spokesman James Wigdel in San Francisco reiterated this week that the 2012 decision to close the facilities hasn’t changed.

 “This process began back in 2011 and continued to 2012. The final decisions were made in 2012,” he said. “We held public meetings. We received letters from customers that had concerns and we tried to answer any of the concerns that were raised at the time. All of the public input was considered prior to making the final decision.”

In a cost-cutting effort, the USPS plans to close the Petaluma and Eureka mail centers and move the work elsewhere in the Bay Area, displacing workers and lengthening the time it will take to deliver letters and packages.

USPS has made several changes since 2012 to its “final” decision:

Customer Service Mail Processing Center (CSMPC)
Delivery Distribution Center (DDC)

North Bay (Petaluma) P&DC to Oakland CA P&DC – 7/25/15

This supersedes the notification dated February 26, 2012 advising you of the Postal Service to discontinuance operations at the North Bay P&DC and to reassign one hundred twenty-three (123) full-time clerks.

A decision has been retain the North Bay P&DC as a DDC. Based upon this decision, the San Francisco District will utilize the provisions of Article 12.5.C.5 of the National Agreement to involuntarily reassign forty-one (41) full-time clerks from the craft and/or installation at the North Bay Bid Cluster.

This is to advise you of the intent of the San Francisco District to utilize the provisions of Article 12.5.C.5 of the National Agreement to involuntarily reassign nineteen (19) full-time clerks from the craft and/or installation at the North Bay bid installation (Event 46523). This impact is based on a Function 1 baseline staffing model which incorporates the impact of load leveling on operations.

Due to the Phase II 24 Hour Clock implementation. It will be necessary to excess 31 FT (out of 104) clerks and 15 (out of 56) Mail Handlers from the bid cluster.
