The United States Highway Trust Fund is a transportation fund which receives money from a federal fuel tax of 18.3 cents per gallon on gasoline and 24.4 cents per gallon of diesel fuel and related excise taxes.[1] It currently has three accounts, the Highway Account which funds road construction, a smaller ‘Mass Transit Account’ which supports mass transit and also a ‘Leaking Underground Storage Tank Trust Fund’. It was established 1956 to finance the United States Interstate Highway System and certain other roads. The Mass Transit Fund was created in 1982
Raising the U.S. gasoline tax is out as a way to shore up the Highway Trust Fund. So is taxing drivers based on the number of miles they clock. A plan to use taxes on companies’ overseas profits hasn’t gone anywhere.
So House Republicans are now turning to the money-losing U.S. Postal Service.
Unusual as it may sound, possible savings from revamping the agency’s operations are on the table as one way to patch highway funding, said two Republican legislative aides with knowledge of the talks.
“The long-term financial prospects of the Postal Service are fairly grim, so the idea that you could take money from that and not further exacerbate one problem in order to try to do a temporary Band-Aid on the other one borders on bizarre,” said Scott Lilly, a former staff director of the House Appropriations Committee. He’s now a senior fellow at the Center for American Progress, a policy group aligned with Democrat.
“Using an American institution to pay for the Highway Trust Fund is simply ludicrous,” said Jeanette Dwyer, president of the National Rural Letter Carriers Association. “The Postal Service is paid for by the American public by stamps for revenues. We do not take any taxpayer money.”

Ryan in his 2015 house Bill ( which the House voted on and passed ) wants to privatize Amtrak and slash funding to mass transits companies all over America just to give more TAX BREAKS to the RICH!!!! So ISSA and the rest of the Republicans admit that we have a surplus in our pension and health plans somewhere between 45 and 60 billion dollars. And they rather give our money away to everyone else but us and not to the customers that depend on us. Well Folks.. This is another example why you can’t believe Darryl Issa, who packages himself as someone who cares about saving the Service, but really wants to cut its throat. This proposal is the same as robbing a poor man of his last dollar to reduce the tax burden of a rich bastard. That’s how the right thinks, only and purely of itself, in greed, power and money. It’s notoriously short sighted, totally incapable of seeing the bigger pictures of anything.
When people in power want something they want it now, and become very stubborn and impervious to possible drawbacks to their plans to grab more money.

How come with this Nation going broke that the one’s who put the taxpayers in this mess don’t take a pay cut and start paying their own way. I don’t see anyone in the USA getting retirement pay after only six years and 80% of their salary at that. So they receive Social Security pay a retirement check from Congress and their pension from their lay office. Talk about double dipping. [triple]
