USPS National Plan to Eliminate Tour 1 starting in January 2015: Oakland, CA

This is a National Plan

24op

The “Realignment” deals with three parts, changing service standards to end overnight and add a day for most first class mail, closing 82 more plants, and changing times and tours for mail processing. The elimination of overnight single-piece First Class mail service in January, means Tour 1 mail processing clerk jobs nationwide are being abolished and moved to Tour 2 and Tour 3. Here is an example in Oakland CA.

MANAGEMENT IS AT IT AGAIN

THEY CAN’T SEEM TO LET BAD OR GOOD ENOUGH ALONE.

On 11/25/14, the Oakland Local APWU was advised by Management:

  •  that 42 new Tour 2 clerk craft duty assignments will be offered to clerks with Tour 2 retreat rights and afterwards posted for bid installation-wide.
  •  that 33 new Tour 3 clerk craft automation duty assignments will be posted for bid installation-wide.
  •  that 67 Tour 1 clerk craft automation duty assignments will be abolished and junior clerks excessed from the section.
  •  that the Tour 1 Lead Mail Processing Clerk duty assignments will be reposted for bid and some abolished and all of the Tour 3 automation NTFT duty assignments will be reposted with 40 hour schedules.

The Oakland Local APWU is contending that some of Management’s actions are in violation of the CBA and will file grievances if necessary.

“As most of our members are painfully aware, Clerk duty assignments are being abolished and reposted on an unprecedented level in the history of our Local.” USPS Bay-Valley District Manager says he will ‘Break’ the UnionsPostalReporter.com, October 15, 2014

  1. At my plant (Saint Louis), we have been told that the majority of the day shift maintenance positions will be eliminated and moved to tour one. The preventative maintenance routes will be shifted to tour one and what tour two maintenance folks there are left on tour two, will be OPMS.

  2. I’m all for it… Doing the same failed procedures and expecting a different result is insane… Shut up and be glad you have an f’n job… Want a raise dump the darn union… Start thinking for yourself… The unions want your money and provide nothing… If you are that unhappy, leave… I’m positive that there are plenty that would jump on the vacancy… Jesus, quit the darn whining for crying out loud… The majority of this workforce is sick of hearing the sky is falling every time a liberal doesn’t get their way… The Service has to adapt to a changing environment… Welcome the change or leave, just quit darn crying…

  3. I am glad that I took the early out last time…have been enjoyed my life for almost two years.!!! eventhough I have to wait two more years to get supplement..

  4. By the time management is done eliminating clerk positions; letter carriers will be the only craft workers earning night differential.

  5. Northlander – Yeah, you go ahead and strike. See how fast they replace with a PSE.

  6. Striking sounds great but with Republicans in charge they will see that we get privatized or pull a Ronald Reagan and fire us all like they did to the air traffic controllers calling our actions illegal. We’ll get a screwing for sure….

    • There will be no time with family, let alone extra time when the proposed day shift hours will be noon to 8:30 pm. By time I get home from work at 9:30 pm, my husband will already be in bed. His day shift is 5 am to 3:30 pm. Parents with young children will miss all of their school activities working those god-awful hours. I LOVE Tour 1 ( midnights) as do most people who work it.

    • Some way to start the New Year huh?.. The experts & economists say this restructuring & downsizing (layoffs!) is going to continue and probably get worse. Be prepared for the new economy we’re all faced with. How many of you guys have a reliable plan b?

We were scared & financially terrified, and didn’t want to wake up that way everyday for the rest of our lives… we HAD to find a way to get our time and money in balance and stop being aT the mercy of so many things out of our control.

If you’re feeling the same email me workwithjb at gmail or goto IMAGNLife dot Com for info. Wishing you the best! – JB

  7. I retired 5 years ago…I wonder how many marriages will be saved and how many children will benefit seeing their parents at night like life should be. What a wonderful move by the Postal Service! If you need night diff so bad go get a part time job to make up the difference. BUT….the valuable extra time you will have with your families should make your job experience with the Postal Service that much more enjoyable! I sure wish this would’ve happened when I was working.

    • Not every shoe fits.

Double dipper nite shift workers reeling in an extra $640 month, less BS then the day shift.

Paid off a car, no regrets here.

    • Are you kidding? Most people with small kids are junior and won’t see day shift. They will have to work the middle shift and NEVER see their kids, except to wave good bye when they come home from school! This is the worst move for family life!

  8. If management break ALL the rules and we follow ALL the rules, isn’t it like bringing an knife to gun fight? We lose. We have to be prepared to fight them at their level. At what point does it make sense for us to violate the contract as management does and strike?

    • It makes NO sense to strike. When we had the strike in 1970 there were several BIG differences. First, clerks at that time had skills. City Scheme knowledge and LSM training which could not easily be performed by a casual, supervisor or scab strikebreaker. Also, the letter carriers joined in that strike which brought all of the mail to a grinding halt.

Will the NALC join us in a strike over the elimination of T-1? Not a chance. In fact, most outsiders will view the movement of clerks off night work to day work as a positive thing.

Will the mailhandlers join us, or will the NPMHU take the opportunity to say, “We will run the DBCS!”, “We will sort the manual mail!”

No my friend, a strike is not the answer.

    • Also – Think about how many of your money-focused co-workers will cross the picket lines the second management offers penalty overtime!

    • You cannot strike working at the post office. By law no postal employee can strike. If you don’t like what’s going to happen in the future with the post office, find yourself a new job somewhere else.

  9. Looks like the Tour 1 Mail Handler bids won’t be affected, someone has to unload the incoming trucks and dispatch the outbound trucks, most of which go out between 11:00 pm and 5:00 am. and there will need to be Dock Clerks there also. This plan is a sure failure and management will bring back Tour 1 processing in a year.

  10. Seems to be a great need to strike during Dec. Nothing else will stop these poor ideals by management.

    • Federal workers can not strike. Most mailhandler and clerk positions are unskilled labor. Do you really think going on strike is a good idea?
