Missouri APWU Local Files Complaint With USPS OIG Regarding Express Mail Fraud

According to APWU Cape Area Local #4088:aLABEL 127R-01-main-900x695Express mail is being scanned as “Undeliverable as Addressed” when the mail never even left the processing plant. The attempt isn’t made, but the Product & Tracking Information shows it was undeliverable.

When the package is scanned undeliverable as addressed, this means that the on-street user or the in-office user terms the item is undeliverable, and the final status is unknown. This would be the case if the item had a bad address. This is not what is happening. These items have good addresses, but delivery of the items is not even attempted. It seems that the items were not going to be delivered in time to meet the guaranteed delivery time. This would mean a refund would be coming to the mailer. However, if the item is scanned undeliverable, this stops the clock, negating the refund.

  1. We had a PM pulling crap like this some years ago. He refused to attempt delivery because it was cheaper to deliver expresses with the first class mail and pay the refund. He also stated that he had an employee “hit list” and got caught engaging in inappropriate “relations” in his office with a subordinate. He eventually was fired, only to be reinstated as an AO PM to protect his pension. Oh well, our plant was closed in September. Wonder if there’s a corrolation?
